About the role

  • The Human Resource Analyst 2 (Employee Relations Business Partner) provides expert consultation and guidance on all aspects of human resource management and employee relations to all levels of management, employees, and labor partners.
  • The position ensures that internal HR practices and policies align with Department of Administrative Services (DAS) statewide policies and relevant collective bargaining agreements.
  • This role advises management on corrective and disciplinary actions while ensuring employee rights are protected throughout the process.
  • The incumbent consults on and responds to grievances, and prepares responses to tort claims and Bureau of Labor and Industries (BOLI) complaints.
  • The HR Analyst 2 also contributes to labor relations by proposing bargaining concepts and providing strategic consultation on the full range of HR services for assigned functional units.
  • Additionally, this position partners with department leaders to equip managers with tools, processes, and innovative people practices helping achieve business goals and advance organizational effectiveness.

Requirements

  • A Master's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; AND one (1) year of Human Resource professional-level experience related to the position; OR
  • A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations, or a job-related course of study determined by the appointing authority AND a minimum of two (2) years of Human Resource professional-level experience related to the position; OR
  • Five (5) years Human Resource experience related to the position. Three (3) of the five (5) years must have been at the professional level; OR
  • Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute AND a minimum of three (3) years Human Resource professional-level experience related to the position; OR
  • Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization AND a minimum of four (4) years of human resource professional-level experience related to the position, including at least two (2) years at the professional level; OR
  • Valid Public Sector HR Association Certified Professional (PSHRA-CP) certification AND a minimum of four (4) years of human resources experience related to the position, including at least two (2) years at the professional level.
  • Required Valid driver’s license or acceptable alternate means of transportation. You MUST be a current State of Oregon employee (contract workers excluded) to apply.
