Responsibilities
The Human Resource Analyst 2 (Employee Relations Business Partner) provides expert consultation and guidance on all aspects of human resource management and employee relations to all levels of management, employees, and labor partners.
The position ensures that internal HR practices and policies align with Department of Administrative Services (DAS) statewide policies and relevant collective bargaining agreements.
This role advises management on corrective and disciplinary actions while ensuring employee rights are protected throughout the process.
The incumbent consults on and responds to grievances, and prepares responses to tort claims and Bureau of Labor and Industries (BOLI) complaints.
The HR Analyst 2 also contributes to labor relations by proposing bargaining concepts and providing strategic consultation on the full range of HR services for assigned functional units.
Additionally, this position partners with department leaders to equip managers with tools, processes, and innovative people practices helping achieve business goals and advance organizational effectiveness.
Requirements
A Master's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; AND one (1) year of Human Resource professional-level experience related to the position; OR
A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations, or a job-related course of study determined by the appointing authority AND a minimum of two (2) years of Human Resource professional-level experience related to the position; OR
Five (5) years Human Resource experience related to the position. Three (3) of the five (5) years must have been at the professional level; OR
Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute AND a minimum of three (3) years Human Resource professional-level experience related to the position; OR
Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization AND a minimum of four (4) years of human resource professional-level experience related to the position, including at least two (2) years at the professional level; OR
Valid Public Sector HR Association Certified Professional (PSHRA-CP) certification AND a minimum of four (4) years of human resources experience related to the position, including at least two (2) years at the professional level.
Required Valid driver’s license or acceptable alternate means of transportation. You MUST be a current State of Oregon employee (contract workers excluded) to apply.
