About the role

  • Manager overseeing winter services operations and maintenance city-wide in Toronto. Leading procurement, contract management, and strategic initiatives to enhance service quality and efficiency.

Responsibilities

  • Leads the planning, delivery, and continuous improvement of winter services across Toronto.
  • Ensures cost-effective and environmentally responsible execution of operating and capital programs delivered by both in-house and contracted teams.
  • Applies strong project management skills to oversee procurement, contract administration, budget management, and public communications.
  • Resolves service-related issues and complaints.
  • Collaborates with other divisions to coordinate operations, align resources, and implement strategic initiatives that enhance service quality, operational efficiency, and the resilience of the city’s transportation infrastructure.

Requirements

  • Post-secondary education in Civil Engineering, Transportation, Planning, or a related discipline, or an equivalent combination of education and experience.
  • Extensive experience in project management with strong leadership skills to deliver complex projects and initiatives from inception to implementation, balancing political, community, and stakeholder interests.
  • Considerable experience in managing operational teams and addressing management-related issues, with a focus on continuous improvement and team development to support a high-performing workforce.
  • Considerable experience in contract development, procurement processes, and contractor performance evaluation.
  • Experience in developing and executing emergency response plans and participating in coordinated operational efforts during critical events.
  • A current PMP Designation or a PMP Designation in progress would be considered an asset.
  • Ability to foster an organizational culture that emphasizes innovation, collaboration, transparency, accountability, and trust, while promoting a strong code of ethics and integrity.
  • Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.
  • Knowledge of Ontario Highway Traffic Act, Ontario Traffic Manual, and familiarity with Ontario statutes and municipal legislation including the Occupational Health and Safety Act, Collective Agreements, and City of Toronto People, Equity & Human Rights policies.
  • Knowledge of road operations including winter maintenance, surface infrastructure, signs, and pavement markings, with an understanding of service delivery standards and operational best practices.
  • Strong understanding and application of budget principles and financial controls.
  • Highly developed interpersonal, negotiation, conflict resolution, analytical, and communication skills (oral and written), with strong political acumen.
  • Possess and maintain a valid Province of Ontario Class "G" Driver's License and access to a personal vehicle.
  • Availability to work overtime, including evenings and weekends, in accordance with legislative requirements.
