About the role

  • Talent Development Lead at Horizon Blue Cross Blue Shield of New Jersey, responsible for leading talent development strategies and enhancing organizational capabilities.

Responsibilities

  • Design and execute an enterprise talent development strategy aligned with organizational goals and the Inclusion & Opportunity vision
  • Lead efforts to assess, build, and sustain leadership and professional capabilities across all levels
  • Partner with senior executives to identify critical roles, future skills, and succession needs
  • Integrate inclusive leadership principles into all development offerings to ensure expected outcomes
  • Oversee the creation and implementation of scalable learning solutions, including leadership development programs, mentorship models, learning pathways, and on-demand resources
  • Enhance the organization’s learning ecosystem through innovative modalities (digital, experiential, peer-led, and coaching)
  • Measure program effectiveness through evaluation frameworks, analytics, and business impact metrics
  • Collaborate with HR business partners, business leaders, and functional stakeholders to embed development solutions into talent and performance processes
  • Manage vendor relationships and oversee program budgets, ensuring high quality and cost-effective delivery
  • Champion a growth mindset culture that empowers employees to learn, stretch, and lead
  • Partner with the Inclusion & Opportunity team to design interventions that support psychological safety, belonging, and advancement
  • Serve as a thought leader and advisor to senior leaders on learning, leadership, and organizational effectiveness

Requirements

  • 10+ years of progressive experience in learning, talent development, organizational development, or related HR functions
  • 5+ years of leadership experience managing teams or large-scale development initiatives
  • Deep understanding of adult learning theory, leadership development, and organizational behavior
  • Demonstrated success designing and implementing enterprise learning or talent frameworks
  • Strong collaboration, communication, and change management skills
  • Experience integrating inclusive leadership principles into learning and development programs
  • Bachelor’s or Master’s degree in Organizational Development, HR, or related field preferred
  • Certification(s) in coaching, instructional design, or leadership development a plus
