About the role

  • Program Manager leading the Provider Emergency Revolving Fund implementation in collaboration with First 5 Alameda County. Overseeing program operations and stakeholder relations for a $10 million initiative.

Responsibilities

  • Lead the implementation of the Alameda County Provider Emergency Revolving Fund, a new initiative administered in partnership with First 5 Alameda County under Measure C
  • Oversee day-to-day program operations including program design, outreach, grant administration, data management and evaluation
  • Develop and implement program policies, timelines, and guidelines to ensure transparent and effective grant administration
  • Collaborate with First 5 and community partners to refine processes and integrate feedback from the Measure C Community Advisory Council (CAC)
  • Identify and assess technical assistance and training needs; develop and implement capacity-building initiatives for staff, consultants, and childcare providers
  • Cultivate and maintain relationships with key stakeholders, including ECE advocacy organizations, government agencies, other emergency financial assistance providers, and local community partners

Requirements

  • Bachelor’s degree in Early Childhood Education, Business Administration, Finance, or a related field
  • Five years of professional experience in program management, early childhood education, or community development
  • Proven experience in leading teams, managing complex public funding programs, including application design, review, compliance, and reporting
  • Strong understanding of the ECE landscape, including Family Child Care operations, centers, licensing, small business supports, and business sustainability challenges
  • Strong written, verbal, and public speaking skills
  • Expertise in working with diverse populations and building inclusive relationships
  • Experience with data management platforms such as Salesforce and Submittable is highly desirable
