Senior IDIQ Program Manager overseeing high-visibility DIA Human Capital Management System program. Involves end-to-end program execution, governance, and strong stakeholder engagement.
Responsibilities
Lead overall program execution and governance across multiple task orders
Operationalize IDIQ contract requirements, performance standards, and delivery expectations
Establish and maintain program cadence, reporting, and performance metrics
Ensure schedules, budgets, staffing, and deliverables remain aligned with contract requirements
Ensure full compliance with contract terms, DIA policies, and Intelligence Community security requirements
Identify risks early and implement mitigation strategies to protect program outcomes
Monitor performance across teams and partners, ensuring commitments are met
Serve as the senior program interface with DIA stakeholders
Facilitate structured discussions on priorities, dependencies, risks, and program direction
Build and maintain trusted relationships through consistent, high-quality delivery
Oversee execution across multiple concurrent task orders
Align task order leadership, technical teams, and partners to shared objectives
Support identification and shaping of follow-on work and program expansion opportunities
Contribute to proposal development and solution shaping as needed
Requirements
U.S. Citizenship required per contract requirements
Active TS/SCI clearance required; SCI strongly preferred
Bachelor’s degree in Information Systems, Engineering, Business, or related field (or equivalent experience)
15+ years supporting DoD and/or Intelligence Community programs
10+ years in program management or senior leadership roles
Demonstrated experience managing complex federal contracts and multiple workstreams
Strong understanding of federal contracting, compliance, and risk management
Proven ability to maintain program momentum in complex, fast-paced environments
Excellent written and verbal communication skills
Must be local to the Washington, DC metro area
