Responsibilities
Provide strategic leadership for BCER’s Heritage Conservation Program (HCP), ensuring the program is efficient, effective, and aligned with the BCER’s regulatory mandate and strategic goals.
Ensure the development, maintenance, and continuous improvement of BCER’s internal and external technical and regulatory policies, procedures, and guidance related to archaeology review and decisions.
Work with senior leadership, HCP staff and other BCER branches, as needed in the development and continuous improvement of HCP objectives, processes, and approaches.
Ensure application requirements are clear, consistent, and transparent for proponents, archaeologists, First Nations, and other stakeholders.
Support effective workforce planning, resource allocation, and priority management.
Ensure critical and priority applications are tracked, monitored, and managed efficiently and effectively, and provide reports to senior leadership regarding application and archaeology review statuses, as requested.
Exercise delegated statutory decision-making authority under the Heritage Conservation Act, as required.
Collaborate with representatives from the BC Archaeology Branch on heritage resource management initiatives to support awareness and alignment, and to explore innovative opportunities.
Identify, analyze, and respond to emerging risks, legislative developments, and archaeology-related concerns raised by proponents, First Nations, and other stakeholders.
Review and prepare briefing materials related to heritage resource conservation for Executive, the Board of Directors, and relevant government agencies, as required.
Engage with First Nations, proponents, energy industry organizations, and archaeologists to promote awareness of the BCER’s regulatory mandate and HCP, and address questions or concerns.
Lead, coach, and mentor a team of subject matter expert staff, fostering a culture of accountability, continuous improvement, and innovation.
Oversee performance management and development planning within the team.
Perform other related duties and responsibilities as required.
Requirements
A degree from a recognized post-secondary institution in a relevant field such as Archaeology, Anthropology, Natural Resource Management, Earth Sciences, Agrology, Forestry, Applied Sciences, or Public Administration, and seven years of related experience.
An equivalent combination of education, training and experience may be considered.
Demonstrated experience in a regulatory environment, including the delivery of legislation, regulations, and supporting processes and policies, preferably in BC.
Demonstrated experience developing, implementing, and managing programs and strategic initiatives, ensuring alignment with organizational goals and strategic direction, and the management of resources, timelines, and risks.
Demonstrated experience leading change, including the application of change management practices.
Demonstrated experience with statutory decision making, preferably in the natural resource sector in BC.
Demonstrated experience leading, coaching, mentoring and performance managing staff.
Demonstrated success in building and maintaining effective working relationships with diverse groups, including First Nations.
Demonstrated experience collaborating across departments, and government agencies to align projects and initiatives.
Preference may be given to candidates with demonstrated experience with the BC Heritage Conservation Act.
Preference may be given to candidates with demonstrated experience applying innovative thinking, exploring and developing options and implications, strategic problem solving, conflict resolution, facilitation, or other related abilities.
