About the role

  • Treasury Analyst managing financial settlements and banking services for the Government of Alberta. Ensuring accuracy and compliance in debt transactions and financial reporting.

Responsibilities

  • Managing the Province's banking services and cash requirements.
  • Investment, debt, derivatives and collateral activities; risk and position modelling and reporting, including performance analysis.
  • Financial settlements; cash forecasting and reconciliation; policy development and compliance monitoring.
  • Administration of the loans to local authorities program.
  • Confirming all debt and related financial derivative positions and ensuring accurate and timely settlements of financial obligations.
  • Coordinating with custodian of investment holdings to facilitate processing of capital market transactions.
  • Learning the division's Debt Database and being an active user of the Bloomberg market data platform.
  • Preparing reports for all upcoming debt maturities, debt servicing and derivative cash flows.
  • Completing ad hoc financial analysis, projections, and modelling to improve middle-office oversight.

Requirements

  • University graduation in a related field such Business, Finance, Accounting, Commerce or Management plus two years related experience; or equivalent as described below.
  • Equivalency: An equivalent combination of education and experience which includes as a minimum, completion of a recognized applied accounting degree or diploma program.
  • Successful (or partial) completion of a supporting professional designation (such as CFA, CPA, CTP and/or FRM).
  • Experience working with integrated treasury management systems such as Quantum and/or Bloomberg data platforms.
  • Understanding of debt markets, financial derivatives, portfolio theory and basic accounting principles.
  • Related experience in a capital markets, treasury and/or banking environments and/or knowledge of proper banking procedures (particularly with respect to security and payment settlements).
  • Experience working with relevant financial information systems, reporting tools and software (e.g., Enterprise Resource Planning (ERP) / System Analysis Program (SAP).
  • Ability to manipulate data sets and use Excel for financial modeling.
  • Experience preparing briefing materials and presentations that translate financial data into meaningful information for decision makers.
  • Demonstrated ability to manage and maintain strong working relationships with banks, external partners, and internal stakeholders.
  • Strong understanding of banking and transaction timelines, including settlement cycles and operational dependencies.
  • Experience with end-to-end transaction processing and cash flow or trade settlements, ensuring accuracy, compliance and timely execution.
