About the role

  • Serve as the primary point of contact for all contract-related activities, managing and overseeing all tasks performed by contractor personnel and subcontractors to ensure full compliance with the Performance Work Statement (PWS).
  • Provide comprehensive program management, ensuring that all cost, schedule, and performance requirements are met or exceeded.
  • Utilize the Military Community and Family Policy Tasking, Assignments, and Reporting (MTAR) application to manage government assignments, maintain workflow transparency, and document all deliverables.
  • Proactively identify and communicate any issues that might impact the successful completion of tasks and deliverables, providing well-considered recommendations to mitigate impediments.
  • Schedule, coordinate, and host a formal Project Kick-Off Meeting to establish clear lines of communication and discuss technical, management, and security requirements with all Government and contractor stakeholders.
  • Convene and lead Weekly Status Meetings with the Technical Point of Contact (TPOC), Contracting Officer’s Representative (COR), and other Government stakeholders to review progress, establish priorities, and coordinate the resolution of any identified issues.
  • Convene and lead monthly Technical Status Meetings to provide a comprehensive review of the Monthly Status Report (MSR), discuss program activities, and align on strategic priorities.
  • Establish and maintain effective, open channels of communication with the incoming contractor and/or Government personnel during transition periods to ensure a seamless transfer of responsibilities.
  • Develop and deliver a comprehensive Weekly Status Report (WSR) detailing work completed, planned activities, future projections, issue management, and the status of all MTAR activities.
  • Develop and deliver a detailed Monthly Status Report (MSR) covering progress on all tasks, problems and corrective actions, personnel status, financial performance by CLIN, travel summaries, and a Performance Requirements Summary (PRS) scorecard.
  • Oversee the development and delivery of various technical and strategic documents, including responses to Congressional/Higher Headquarters requests, Strategic Communications Plans, Campaign Plans, Program Plans, and Ad hoc reports.
  • Prepare and provide high-level Topline Reports for executive leadership, summarizing program performance, progress against strategic objectives, key metrics, and emerging risks.
  • Ensure accurate and timely reporting of all contractor and subcontractor labor hours in SAM.gov in accordance with Government Fiscal Year (FY) requirements.
  • Prepare and distribute detailed meeting minutes, including attendance, issues discussed, decisions made, and action items, for all Kick-Off, Weekly, and Monthly meetings.
  • Oversee the creation and submission of detailed Trip Reports for all long-distance travel undertaken by contractor personnel.
  • Develop, maintain, and execute a comprehensive Project Management Plan (PMP) that details the management approach, Standard Operating Procedures (SOPs), Work Breakdown Structure (WBS), risk management approach, communications plan, and Quality Management Plan (QMP).
  • Develop, implement, and maintain a robust Quality Management Plan (QMP) that describes the methodologies used to ensure all TO performance expectations and objectives are met with the highest quality.
  • Develop, deliver, and execute a detailed Transition-In Plan to ensure minimum service disruption and no service degradation during the initial phase of the contract.
  • Develop, maintain, and execute a comprehensive Transition-Out Plan to facilitate a seamless transition of all processes, documentation, assets, and knowledge to an incoming contractor or the Government.
  • Oversee the design, development, and implementation of an O&E Activity Dashboard and an IT, Cybersecurity, and Data Operations Activity Dashboard to provide real-time updates and actionable metrics to stakeholders.
  • Develop and document a dashboard management plan within the PMP, outlining the structure, format, data sources, and operational procedures for the dashboards.
  • Perform other tasks as required.

Requirements

  • A minimum of a bachelor’s degree in business, management, or other field related to work under this requirement.
  • Possess a current Project Management Institute (PMI) Project Management Professional (PMP) certification or Program Management Professional (PgMP) certification.
  • Possess a minimum of a favorably adjudicated Tier 3 investigation.
  • Prefer a minimum of seven years of experience managing military community support programs.
  • Prefer a minimum of five years of experience in leading large teams in the delivery of user-centered digital solutions and support to varied end-users within military or Government sectors.
