About the role

  • Provide executive leadership and strategic direction for the entire O&E program, overseeing all activities, leading monthly strategy reviews, and using data-driven insights to ensure performance aligns with evolving organizational goals and enhances brand recognition.
  • Direct the development, execution, and performance analysis of a cohesive, integrated communications strategy, facilitating cross-functional collaboration and leading quarterly planning sessions to ensure consistent messaging and optimize campaign results.
  • Oversee all stakeholder affairs by implementing advanced engagement strategies, directing the analysis of stakeholder feedback to identify trends, and ensuring insights are integrated into strategic planning to enhance brand reputation and meet stakeholder needs.
  • Lead the comprehensive strategic communications, analysis, and brand management function, overseeing audience research, the development of communication plans and media campaigns, and the design of brand strategies to ensure all tactics are data-driven and effectively resonate with key audience segments.
  • Provide executive oversight for all Content, Creative, and Digital Strategy, managing the entire content lifecycle, ensuring brand consistency and Section 508 compliance, and directing UX/UI design and data management to create a compelling and accessible user experience across all platforms.
  • Direct all performance monitoring, analysis, and reporting functions by establishing and tracking KPIs, overseeing news media monitoring, and managing the delivery of comprehensive performance reports for all digital assets and campaigns to provide actionable insights for continuous optimization.
  • Lead the development and execution of all community and public engagement initiatives, including overseeing the Speaker’s Bureau, managing the Display Program, and directing event support to foster awareness and build strong relationships with the public and key community stakeholders.
  • Perform other tasks as required.

Requirements

  • A minimum of a bachelor’s degree related to outreach, engagement, public relations, marketing, communications, or other field related to work under this requirement.
  • A minimum of eight years of experience in managing Government communications, corporate communications, or marketing communications including stakeholder management and maintaining internal and external relationships.
  • A minimum of five years’ experience in O&E management in brand and content development, public relations, strategic planning, and web and social media operations.
  • Possess a minimum of a favorably adjudicated Tier 3 investigation.
  • Prefer minimum of five years’ experience with web CMS, UI/UX testing and curation, and ad campaign management.
  • Prefer a minimum of five years of experience developing targeted campaigns for a user base of 1M or greater.
  • Prefer the candidate to possess a current PMI PMP certification or Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management.
