About the role

  • Portfolio Manager leading software and systems engineering growth in the defense sector. Aligning customer needs with technical delivery and managing program execution across multiple initiatives.

Responsibilities

  • Own the complete customer perspective and ensure shared understanding and alignment across the portfolio team
  • Build and maintain long-term customer relationships that drive repeat business and expansion opportunities
  • Communicate complex technical concepts clearly and effectively to both business and technical stakeholders
  • Partner with customers to understand business objectives, technical requirements, constraints, and success criteria
  • Listen to, understand, and translate customer needs into actionable guidance for engineering, product management, sales/growth, and other internal teams
  • Serve as the primary customer-facing strategic engineering and solutioning point of contact
  • Act as a trusted technical advisor and thought partner, articulating project requirements, setting expectations, and collaborating with internal teams to meet commitments
  • Manage customer expectations by clearly communicating capabilities, limitations, risks, and tradeoffs
  • Proactively resolve customer issues in a manner consistent with the company’s mission, values, and financial objectives
  • Own the execution success and growth of a portfolio of programs aligned to a specific customer or market space
  • Translate ambiguous or high-level business and technical needs into clear, actionable requirements
  • Participate in the design of end-to-end solution architectures that align with customer objectives, budgets, schedules, and delivery constraints
  • Ensure coordination and collaboration between program level resources (ie. Program Managers, Program Technical Leads, Program Engineers/Performers) to ensure successful Portfolio level execution
  • Evaluate, select, and recommend appropriate technologies, platforms, and integration approaches
  • Ensure solutions are scalable, secure, compliant, supportable, and aligned with architectural best practices
  • Document solution architectures, assumptions, risks, and tradeoffs in a manner accessible to both technical and non-technical stakeholders
  • Maintain deep understanding of Tangram Flex products and their application within customer environments
  • Collaborate closely with engineering, product, and delivery teams to ensure solutions are feasible, buildable, and operationally sound
  • Clarify requirements, resolve technical questions, and adapt designs as constraints, risks, or priorities evolve
  • Provide leadership and guidance through early implementation phases or during handoff to delivery teams
  • Partner with business development teams to identify, qualify, and capture follow-on work and new opportunities within the portfolio
  • Lead capture management activities associated with the portfolio, including customer engagement, competitive assessments, teaming strategies, solution shaping, and proposal development support
  • Support bid and proposal efforts by contributing to technical volumes, management approaches, and pricing strategies where appropriate.
  • Ensure smooth handoff between capture process and program initiation prior to and during a successful award; Identifying opportunities to expand business with customers and participate in developing statements of work and proposals to win additional follow on work with clients.
  • Help shape win themes by tying technical capabilities to customer value
  • Act as a trusted technical advisor to the customer during pre-sales and delivery discussions

Requirements

  • Bachelor’s degree within any of these disciplines, Business, Engineering, Computer Science, or Operations Management, equivalent successful experience in a similar industry role.
  • Minimum of 8 years of experience managing, supporting, or leading technical programs in a Federal Government environment (ideally software focused).
  • Strong understanding of software engineering concepts, specifically DoD/DoW software and systems engineering environments including software development life cycle (SDLC), agile practices, and systems integration.
  • Demonstrated experience growing the scope and or value of programs or portfolios organically within the DoD/DoW market.
  • Possess a current/or recent U.S. Government Security Clearance or the ability to obtain and maintain a U.S. government issued security clearance is required.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
  • Ability to work collaboratively across teams and communicate effectively.
  • Understanding of Government and Industry program/project management tasks and execution methods.
  • Ability to manage multiple complex, multidisciplinary tasks and projects.
  • Experience working directly with Customers to capture, understand, and meet requirements, build relationships, articulate and provide customer.
  • Excellent time and resource management skills.
  • Proficient with MS Office and Google Suite products.
  • Team player with demonstrated ability to lead and/or support co-workers to success.
  • Demonstrated competency in written and oral communication.
  • Familiarity with Federal acquisition processes, contracting mechanisms, and compliance requirements.
  • Reside within the proximity of Dayton, Ohio
