Senior Program Funding Analyst providing guidance on funding programs for Early Years and Child Care Services at Peel Region. Collaborating with partners and ensuring compliance and oversight on funding distribution.
Responsibilities
Provide expert guidance and advice on the development and implementation of funding programs, policies, and processes for Early Years and Child Care Services (EYCCS) in Peel
Lead oversight through a system lens of Canada-Wide Early Learning and Child Care (CWELCC) funding distribution, and reconciliation processes for licensed child care providers and related agencies in Peel
Coordinate and review CWELCC Operating Budgets as submitted by the Child Care Providers and Licensed Home Child Care Agencies
Develop processes and procedures related to budget review and audit practices to support the implementation of CWELCC funding
Provide strategic financial and business practices expertise, consultation and advisory services to Human Services
Collaborate with internal partners to support program requirements
Lead analytical work on the development of a longer-term funding model
Develop innovative programs requirements and tools, application processes and guidelines, reporting protocols and risk management frameworks appropriate to various types of funding programs
Oversee CWELCC program expenditures to ensure they are aligned with program requirements and expected outcomes
Perform data analytics and develop integrated system metrics to support service system management of EYCCS sector in Peel
Assess the relevance of tools, processes, methodologies and reporting practices for EYCCS funding in Peel and recommend and implement changes as necessary
Coordinate and prepare documentation for the annual reporting to the province ensuring consistency with provincial and regional funding policies and guidelines
Identify service providers that require additional business support
Work with providers, appropriate agencies, and relevant Human Services divisions to remedy service provision concerns and to ensure contract/program compliance
Interpret and analyze information to provide recommendations
Assist the divisional management team by providing advice, training and/or guidance to staff in the section
Liaise with senior staff in the Corporate Financial Services Unit on financial analysis and reporting issues and projects
Uses advanced communications and tact to assess and interpret varying ideas, opinions, and information from internal and external partners
Perform Ad-hoc requests (as needed)
Requirements
A satisfactory Level 1 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted)
A University degree/diploma related to Finance, Business, Economics field with five years of related work experience or an equivalent combination of education and experience
Advanced computer skills in MS Excel (i.e., macros, pivots), Word, PowerPoint
Excellent knowledge of financial/program management principles and practices
Highly developed verbal and written skills to effectively communicate with internal and external partners
Ability to demonstrate innovative thinking and initiative and a “self-starting” attitude to initiate projects
Highly collaborative with a demonstrated customer service focus
Robust analytical and problem-solving skills and able to identify and respond quickly to emerging issues
Able to complete projects with minimal supervision and on-time

Holding or pursuing a professional designation is an asset
Working knowledge of Early Years and Child Care is an asset
Familiarity with Ontario Child Care Management System (OCCMS) and Gov Grants systems is an asset
