About the role

  • Senior Manager leading strategic governance of a non-operational rail property portfolio in Australia. Overseeing management and advising on complex property issues across NSW.

Responsibilities

  • Shape the strategic stewardship and governance of a state‑significant non-operational rail property portfolio spanning 3,000km of regional NSW.
  • Join the Contract & Corridor Management Team, of the Prioritisation & Asset Management Branch Division that drives strategic assessment and challenge to facilitate decision making for the prioritisation of customer and asset priorities through robust portfolio performance and investment oversight.
  • Acts as Transport’s Asset Custodian and technical authority that drives asset management, innovation, optimisation and asset outcomes for whole of life transport asset portfolio.
  • Set the strategic direction and governance for the Country Regional Network property portfolio, exercising high‑level autonomy and accountability for outcomes that directly impact safety, service delivery, community confidence and asset value across regional NSW.
  • Lead the enterprise interface between Transport for NSW, TAM (Transport Asset Manager), major contractors and government stakeholders—setting expectations, resolving complex property and land‑use matters, and ensuring delivery through predominantly third‑party service models.
  • Provide authoritative, high‑quality advice to senior leaders on complex and sensitive property issues, including corridor access, tenure, planning approvals, development proposals, acquisitions and divestments—balancing statutory compliance, commercial value and whole‑of‑government objectives.
  • Drive long‑term portfolio optimisation across a geographically dispersed network, leveraging data, GIS systems and expert inputs to inform strategic decisions, manage risk and enable current and future rail operations.

Requirements

  • Senior property leader with deep expertise across land and property management within large, complex infrastructure environments.
  • Proven expertise in strategic property portfolio management with a track record of delivering high-value, property management solutions.
  • Proven capability leading property outcomes through third‑party delivery models and major contractor interfaces.
  • Comprehensive knowledge of government property legislation, regulatory frameworks, and compliance while optimising commercial and operational outcomes.
  • Strong experience in government or regulated contexts, with sound knowledge of planning, land, property and statutory frameworks.
  • Track record in development applications, land divestment, corridor management and estate optimisation.
  • Highly credible advisor to executives, with the presence to influence, negotiate and balance commercial, community and operational priorities.
  • Values‑led leader aligned to public sector purpose, stewardship and accountability.
