About the role

  • Programme Procurement Manager leading procurement strategy and delivery for Anglian Water's major reservoir project. Managing procurement activities and stakeholder relationships within the Commercial Operations team.

Responsibilities

  • Lead the relevant Reservoir Procurement Team, managing procurement strategy and schedules across all phases
  • Deliver procurement activities to time, cost, and quality standards
  • Support programme leaders with procurement for development and main works phases
  • Forecast procurement needs and engage with the supply chain to inform decisions
  • Drive early market engagement with the Market Engagement Team and develop commercial strategies with the Commercial team
  • Support and lead negotiations and build strategic supplier relationships
  • Manage procurement risks and ensure conflict-of-interest policies are upheld
  • Represent procurement in governance forums
  • Establish a business partnering approach to ensure delivery aligns with programme schedule, project milestones, and interdependencies across the wider Reservoir Programme
  • Influence decision-makers and promote early engagement with procurement
  • Provide clarity and direction in complex situations
  • Lead and develop a high-performing procurement team, identifying training needs and promoting best practices
  • Manage external partners and resolve escalated issues

Requirements

  • Proven experience in leading procurement strategy and delivery for large-scale infrastructure or complex capital projects (water, utilities, major civils, energy, or transport)
  • Strong understanding of regulated procurement environment (PA23, UCR16) and sustainable procurement practices
  • Experience with NEC4 or NEC3 contract suites
  • Strong leadership and stakeholder management skills
  • Commercial acumen and experience in supplier negotiations
  • Ability to manage risk and influence at senior levels
  • Experience in infrastructure or regulated environments is desirable
  • Educated to degree level or equivalent and relevant professional qualifications (MCIPS or equivalent)
