Financial Manager responsible for overseeing financial management and reporting at Handicap International Luxembourg. Ensuring compliance with local standards and contributing to organizational missions.
Responsibilities
**CONTEXT AND ROLE**
As a replacement, Handicap International Luxembourg is looking for its Financial Manager.
Based at the National Association Luxembourg (ANL) and integrated within the HI federal network’s management control team, you will be primarily responsible for the association’s financial management, budget steering and internal control, in compliance with Luxembourg standards and the HI financial framework, as well as for transversal assignments across the federal network.
**Accounting and Treasury Management**
Contribute to monthly and annual accounting closings in coordination with the HI Federation’s shared services.
Monitor cash flow and anticipate financing needs.
Coordinate statutory audits and maintain the relationship with auditors.
**Compliance and Internal Control**
Ensure compliance with ANL’s legal, tax and regulatory obligations (annual accounts, VAT).
Contribute to the continuous improvement of internal control and risk management.
**Budget Steering and Management Control**
Prepare, monitor and revise ANL’s budget.
Implement and analyze financial indicators (KPIs), monitor variances and identify risks.
Prepare operating accounts, financial reporting and materials for the General Assembly.
Support and advise budget holders.
**Institutional Funding**
Support financial management of institutional contracts (MAE, MECB, …): budgets, amendments, reports, cash monitoring and audits.
Serve as an interface with Programme teams, ECM, IPOs and the HI Federation.
**Transversal Missions across the HI Network**
Provide financial steering for other entities of the HI network or shared services (federal directorates, payroll management oversight, etc.) as required.
Conduct cross-cutting financial analyses, ad hoc studies or structuring projects (process improvements, deployment of tools within national associations, at federation level or on programmes).
**Other Duties**
Support the supervision of general services, according to the level of delegation defined by the ANL Director.
Requirements
**Technical skills**
Strong knowledge of financial and accounting management and management control.
Excellent command of Excel and Windows tools.
Familiarity with HI internal business applications (Navision, funding contract module).
