Responsibilities
The Alternative Procurement & Contracts Lead plays a key role in advancing Alberta's infrastructure projects through the assessment and development of alternative capital partnership strategies.
This position involves analyzing diverse funding options, collaborating with internal and external stakeholders, and providing recommendations on partnership opportunities.
The Lead is responsible for preparing detailed reports, as well as developing, implementing, and maintaining the Public-Private Partnership Framework, associated guidelines, best practices, and business procedures.
Identifying and exploring alternative partnership options for infrastructure projects in collaboration with ministries and public agencies.
Developing Requests for Qualifications (RFQ) or Requests for Proposals (RFP) and Request for Expression of Interest (RFEOI) that accurately reflect the needs, roles, and responsibilities of all involved parties.
Reviewing requests for additional funding on approved projects to inform formal approval decisions.
Requirements
University graduation in Business, Economics, or a field related to the position assignment, supplemented by four years related experience;
An Accounting designation or an MBA.
Related experience in a capital planning environment.
Comprehensive knowledge of alternative capital financing options for public capital projects.
Thorough knowledge of and ability to apply GoA frameworks for contract development and procurement processes, (e.g., RFPs, RFQs, RFEOIs) such as the Fiscal Responsibility Act, the Financial Administration Act , the Government Organization Act, and legislative and government decision-making processes.
