Responsibilities
- The Alternative Procurement & Contracts Lead plays a key role in advancing Alberta's infrastructure projects through the assessment and development of alternative capital partnership strategies.
- This position involves analyzing diverse funding options, collaborating with internal and external stakeholders, and providing recommendations on partnership opportunities.
- The Lead is responsible for preparing detailed reports, as well as developing, implementing, and maintaining the Public-Private Partnership Framework, associated guidelines, best practices, and business procedures.
- Identifying and exploring alternative partnership options for infrastructure projects in collaboration with ministries and public agencies.
- Developing Requests for Qualifications (RFQ) or Requests for Proposals (RFP) and Request for Expression of Interest (RFEOI) that accurately reflect the needs, roles, and responsibilities of all involved parties.
- Reviewing requests for additional funding on approved projects to inform formal approval decisions.
Requirements
- University graduation in Business, Economics, or a field related to the position assignment, supplemented by four years related experience;
- An Accounting designation or an MBA.
- Related experience in a capital planning environment.
- Comprehensive knowledge of alternative capital financing options for public capital projects.
- Thorough knowledge of and ability to apply GoA frameworks for contract development and procurement processes, (e.g., RFPs, RFQs, RFEOIs) such as the Fiscal Responsibility Act, the Financial Administration Act , the Government Organization Act, and legislative and government decision-making processes.
