About the role

  • Gestionnaire carrière-paie managing individual career processes and payroll in Rueil-Malmaison. Applying legislative frameworks and ensuring proper personnel documentation and remuneration.

Responsibilities

  • Apply and manage, in accordance with legislative and regulatory provisions, all career management processes for staff, from recruitment to departure, and control of remuneration.
  • Manage individual career files and the various personnel situations.
  • Prepare administrative acts (positions, promotions, terminations of function, contracts, etc.).
  • Calculate pension files and conduct information meetings with staff regarding retirement.
  • Prepare documentation required for dispute defense.
  • Develop and organize the different phases of payroll and compensation processing: prepare and enter payroll variables, run calculations and verify execution in the Astre - GFI software.
  • Apply laws and council resolutions related to remuneration.
  • Perform payroll checks using control tools (weekly queries and managers' dashboard).
  • Manage sick leave, maternity and paternity leave (entering absences, issuing decrees and salary certificates, informing staff and coordinating with the payroll administrative manager regarding social security sick pay payments).
  • Ensure maintenance, preparation and updating of individual staff files.
  • Inform and explain regulations and procedures to staff and supervisors.
  • Advise and assist employees.
  • Monitor and apply regulations related to career and payroll.
  • Coordinate actions and procedures to ensure consistency.
  • Implement collective procedures related to career and payroll.
  • Review individual or group requests to advise management.

Requirements

  • Strong knowledge of regulations governing civil servant status
  • Knowledge of the regulatory framework for local government careers
  • Understanding of the legality control process
  • Knowledge of rules on access to administrative documents
  • Knowledge of the regulatory framework for remuneration
  • Proficiency with office software
  • Knowledge of specialized payroll software (ASTRE, Business Object)
  • Proficiency with personnel management tools (dashboards)
