Responsibilities
Develops, designs and implements policies and programs that enhance long‑term business performance and drives continuous improvement through effective management practices.
Provides program management staff with direction, guidance, and tools to improve efficiency and service delivery.
Directs all section activities through subordinate management, while leading and motivating a diverse team of professional and technical staff to ensure effective teamwork, high performance, sound labour relations, continuous learning, and innovation.
Develops, recommends and administers annual budget for the section, and ensures expenditure is controlled and maintained within approved budget limitations.
Provides strategic leadership and builds strong partnerships with clients, consultants, Council members, the public, and unions to resolve competing stakeholder interests and advance solutions that align with corporate objectives.
Leads effective operations by establishing annual work plans and long‑term strategic direction, and by implementing change and performance management processes—including program reviews, service improvements, benchmarking, and reporting.
Oversees the delivery of municipal capital works programs, including project planning, procurement of engineering services, pre‑design, public consultation, engineering design and surveys, project management, tender preparation, contract administration, regulatory approvals, property acquisition, construction inspection, and quality assurance.
Provides strategic oversight of internal and external engineering design activities for infrastructure rehabilitation and renewal, working collaboratively with divisional partners and external agencies.
Leads the section’s strategic input into capital program planning and cashflow forecasting to support the City’s long‑term infrastructure rehabilitation, growth, and modernization priorities.
Oversee the delivery of multi-year projects and programs through various delivery models including conventional design-bid-build, design-build and program management assignments.
Leads the preparation of construction tenders and manages contracts for infrastructure rehabilitation and upgrades, ensuring all contract documents meet City standards and support safe delivery, on time and within budget.
Directs engineering investigations, provides recommendations, reviews technical issues on capital projects, and prepares technical reports and documentation as needed.
Oversees the preparation and evaluation of Requests for Proposals RFP for engineering and professional services, and ensures contracts and agreements are executed and managed in accordance with approved policies and authorizations.
Reviews and approves progress payments, change order documentation, and the issuance of substantial performance and completion certificates with required authorizations.
Responsible for negotiating claims and resolving disputes arising from construction and professional services contracts.
Stays current on emerging technologies, industry trends, and regulatory requirements related to infrastructure rehabilitation and upgrades.
Ensures all work complies with the Occupational Health and Safety Act requirements, provides staff with required training and safety equipment, maintains safe work procedures, and promotes a strong health and safety culture.
Serves as the divisional lead in coordination with other City divisions to support delivery of the Capital Works Program.
Leads the development of key performance indicators for the section, ensures ongoing monitoring and reporting, and takes corrective action to meet performance targets.
Leads the preparation of documentation and business cases, as required, for cost recovery of projects completed on behalf of third parties.
Provides professional engineering expertise to support emergency management planning across the City, advising OEM and operating divisions on infrastructure risk, readiness, and continuity requirements.
Offers technical expertise on infrastructure conditions, risks, and required actions during emergencies.
Leads the preparation of technical and staff reports for Standing Committees, Community Councils, and City Council, as well as materials for public communication.
Represents the Division at meetings with the public, stakeholders, Council, court proceedings, and on internal and external committees
Requirements
Must be a licensed engineer and a member in good standing as defined by the Professional Engineers of Ontario.
Extensive experience managing and delivering broad-scale, multi-year, municipal infrastructure, capital works engineering and construction projects, from inception through implementation including planning, coordinating and administering engineering and professional services.
Extensive experience procuring engineering and construction services, including leading the development of contract documents, requests for proposals (RFPs), and tenders for construction projects.
Extensive experience leading, directing, and motivating a diverse team of professional, technical, and administrative staff, with a strong commitment to inclusion, continuous learning, and employee engagement.
Extensive knowledge of technological advances/approaches and regulatory requirements associated with the dismantling, rehabilitation and upgrading of bridges, roads, utilities, sewers, watermains and stormwater management infrastructure including the materials and methods of construction.
Fosters a culture of customer service, teamwork and initiative with the ability to manage change in a fast paced politically sensitive environment.
Highly developed interpersonal and relationship building skills with all levels of the organization including the public, media and interest groups.
Advanced communication skills (written, verbal and presentation), to communicate with technical and non-technical audiences, representing the Executive Director at Council and Standing Committee.

Extensive knowledge and expertise related to data interpretation and reporting include analysis of technical and financial reports including budget preparation and control, expenditure forecasting, reports to Council and the interpretation of metrics and KPI's.
Excellent knowledge and familiarity with Federal and Provincial regulations and requirements, such as: Canadian and Ontario Environmental Assessment Act(s), Canadian Highway Bridge Design Code, the Construction Lien Act, Ontario Water Resources Act, Occupational Health and Safety Act and other relevant legislation, codes and standards, including the Ontario Human Rights Code.
