About the role

  • Managing investment projects related to water resources and distribution in the Pays de Gex region. Collaborating with local partners and ensuring regulatory compliance.

Responsibilities

  • As the project owner, you will plan and implement investment, maintenance and protection projects for the water resources of the Pays de Gex area.
  • Strategic and operational planning: develop and implement an action program to secure the drinking water distribution service and preserve water resources.
  • Ensure the technical, administrative and regulatory monitoring of the water resources operated by the Régie (springs, wells, boreholes).
  • Develop and deploy a strategic plan to secure drinking water distribution while preserving resources; collaborate with local partners to optimize extractable volumes and management plans.
  • Regularize and update the Public Utility Declarations (DUP) for water catchments.
  • Organize and monitor the implementation of measures to secure existing resources.
  • Monitor the implementation of recommendations from catchment protection studies, including meetings and consultations with farmers operating within immediate and distant protection zones.
  • Oversee studies to identify new water resources, in coordination with engineering consultancies and institutional partners (DDT, ARS, OCE, etc.).
  • Lead regulatory and self-monitoring analyses, coordinate preventive and corrective actions with operations teams, and ensure compliance with changing regulations.
  • Maintain regulatory watch and provide technical reporting to management and decision-making bodies.
  • Develop and monitor the investment program for works and networks (new and renovation) for drinking water supply (AEP) and wastewater (EU), based on existing technical documents or required studies, and in coordination with the utility's operations services.
  • Define and track the investment program for drinking water and sanitation works and networks (new and renovation).
  • Work with existing technical documentation and carry out or commission additional studies as needed.
  • Collaborate with the utility's operations services to ensure project coherence.
  • Manage administrative, technical and financial files related to investments.
  • Contribute to skills development within the team and provide support on departmental projects.

Requirements

  • Strong knowledge of the technical, regulatory and legal framework in the field of water resources.
  • Proven project management skills and experience in organizing worksites.
  • Ability to facilitate dialogue, promote stakeholder consultation and work effectively in a team.
  • Excellent written communication skills: analysis, synthesis and the ability to propose relevant solutions.
  • Rigour, perseverance and a strong sense of responsibility.
  • Commitment to uphold the company's values and support management projects.
  • Strict adherence to applicable hygiene and safety rules.
  • Methodical, well-organized and able to work autonomously.
  • Proficiency with office tools (Microsoft Office, notably Excel; Gmail; Google Drive).
  • Knowledge of AutoCAD is an advantage.
  • Valid Category B driving licence required.
