Responsibilities
The Director of Human Resources spends the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work.
The incumbent of this position will have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.
Serves as a member of the Executive Leadership Team and contributes to the development, implementation, and oversight of agency-wide policies.
Oversees the operations and performance of the Bureau of Human Resource Services and Support, the Bureau of Recruitment and Retention, and the Bureau of Workforce Strategic Management.
Advises the Secretary, the Executive Leadership Team, the Office of Human Resource Services, and other senior management on all matters related to Human Resource Management.
Directs the operations of the Labor Relations unit; conducts formal and informal union consultations; interprets collective bargaining agreements and issues guidance on their appropriate application.
Serves on the Department of Management Services’ State Labor Relations Advisory Council and assists DMS in negotiating changes to collective bargaining agreements affecting the Department of Corrections.
Serves as the Step II grievance authority.
Maintains comprehensive knowledge of all relevant laws, rules, and regulatory changes related to Human Resource Management.
Requirements
Bachelor’s degree and at least seven (7) years of progressively responsible management and leadership experience.
Work experience may substitute on a year-for-year basis for the above listed postsecondary education.
Senior level HR leadership experience in a complex public sector, corporate, or large-scale organizational environment.
Demonstrated ability to lead high performing teams and collaborate with executive level stakeholders.
Strong command of HR policy, workforce strategy, and organizational development.
Strategic thinker with the ability to balance long range planning with operational decision making.
Proven track record of delivering measurable improvements across HR functions.
