About the role

  • Procurement Specialist managing centralized procurement activities for the City of Hamilton. Responsible for procurement planning, analysis, compliance, and vendor performance issues.

Responsibilities

  • Reports to the Supervisor, Strategic Sourcing.
  • Performs complex professional work in the analytical, compliance and operational functions of the centralized procurement activities of the City.
  • Assists in the development of analytical tools to evaluate the procurement function and monitors compliance as required.
  • Responsible for procurement of goods and services in accordance with applicable laws, by-laws and regulations.
  • Prepares and executes complex competitive procurement processes including preparation of Requests For Tenders, Proposals, Quotation, Prequalification, Information, Expressions of Interest documents and contracts.
  • Supports a client portfolio providing procurement planning, professional expertise and guidance in preparation and review of specifications, terms of reference and procurement processes.
  • Shares knowledge of ethics, policies, procedures and relevant legislation with staff, providing direction regarding purchasing matters.
  • Prepares comprehensive analysis of bid submissions.
  • Administers the corporate purchase order system, monitors awards to ensure compliance with the City’s Procurement By-Law.
  • Performs large-scale centralized procurement for corporate contracts, managing all aspects of the procurement and contract management process.
  • Addresses vendor performance issues and implements corrective measures.
  • Facilitates timely procurement of supplies, equipment and services needed by the City.
  • Maintains integrity of the public procurement process as outlined in the Purchasing Policy By-Law.
  • Formulates strategic procurement plans for the City to maximize buying power.
  • Confers with departments to standardize supplies and/or services and discusses special needs.
  • Researches market sources and vendors for cost effective pricing.
  • Organizes task groups with Client Departments for developing specifications and resolving issues.
  • Creates and provides training on specifications, value analysis, life-cycle costing analysis and weighted evaluation factors.
  • Identifies and develops vendor performance criteria and tracks performance concerning quality of goods and services.
  • Prepares correspondence related to request for tenders and proposals including spreadsheets, letters, emails, reports, forms, notifications, council recommendations and reports, purchase orders and presentations.
  • Responds to inquiries from customers, contractors, elected officials and public on procurement policies and procedures.
  • Establishes work priorities and schedules ensuring timelines are met.

Requirements

  • Bachelor’s degree or a community college diploma from an accredited college or university with major coursework in public or business administration or other appropriate field.
  • Purchasing designation highly desirable - Certified Professional Public Buyer (CPPB), or Certified Supply Chain Management Professional (CSCMP).
  • Considerable experience in a Purchasing environment, preferably public procurement experience.
  • Must obtain professional designation in purchasing within five years after being placed in this position.
  • Ability to exercise reasonable initiative and independent judgement in achieving objectives, planning work details and making technical decisions.
  • Knowledge of the principles of general management, business administration and procurement.
  • Skill in researching and preparing documents.
  • Ability to develop effective and cooperative working relationships with Client Departments, peers and vendors.
  • Excellent knowledge of computer applications in a Windows environment.
  • Demonstrated knowledge of Microsoft Office and productivity tools.
  • Excellent verbal and written communication skills.
  • Ability to work independently toward general results, devising new methods, modifying or adapting standard procedures to meet new conditions and making decisions based upon precedent, policy and acquired experience.
  • Ability to successfully deal with all persons in a fair and equitable manner.
  • Possess complete integrity and a high sense of personal and professional ethics.
