- Create a folder in the Operational Control network for each proposal
- Reconcile the current network with the specified locations
- Measure the effort required for the new activity
- Prepare a spreadsheet detailing the costs involved
- Contact, via email, partners responsible for funding (for activities performed by third parties)
- Receive formal cost confirmations from partners
- Record assumptions, requirements, and constraints adopted
- Formalize the costs
- Update the folder in the Operational Control network for each proposal
