Lead and support preparation of air quality (AQ), greenhouse gas (GHG), health risk, noise, vibration, and energy impact analyses for CEQA and NEPA projects.
Establish industry contacts and build relationships with existing and prospective clients to grow pipeline and backlog.
Lead environmental compliance projects as a technical specialist focused on AQ, GHG, health risks, noise, vibration and energy; manage CEQA/NEPA technical sections and documents and related technical studies.
Prepare general plan elements, climate action plans, and conduct environmental constraints and peer review of CEQA/NEPA documents.
Quantify and assess construction and operational AQ emissions, GHG emissions, health risks, noise and vibration impacts for Initial Studies, MNDs, EAs, EIRs, EISs, and technical appendices.
Conduct AQ emissions modeling and noise/vibration modeling using industry tools and apply relevant standards (ISO, ANSI, SAE).
Evaluate project consistency with applicable AQ plans and regulations (AQMP, SIP, Clean Air Act, CARB regulations).
Stay current on regulations, policies, and methodologies from CARB, EPA, Caltrans, FHWA, FTA, and local air districts.
Drive thought leadership: engage with industry, present at conferences, publish white papers, and serve in professional organizations.
Plan, strategize, and coordinate projects including scope of work, work plans, timelines, budgets, and invoicing.
Serve as technical consultant/advisor to stakeholders and support public involvement with presentations and meetings.
Coordinate with interdisciplinary teams of planners, engineers, and environmental scientists; guide and oversee technical staff.
Requirements
Bachelor’s in Physical Science, Engineering, Environmental Science, or related field; Master’s preferred.
8+ years in leadership roles overseeing air quality (AQ) and noise professionals.
Progressively responsible experience with AQ, GHG emissions, health risk assessments, climate action plans, toxic air contaminants, noise, vibration, and energy analyses to support CEQA and NEPA documents.
Experience with transportation conformity and General Conformity under NEPA.
Professional certifications (e.g., EIT, INCE Board Certified Noise Control Engineer, or equivalent) are desirable.
Proficient in AQ/noise modeling tools and Excel.
Experience conducting AQ emissions modeling using CalEEMod, EMFAC, OFFROAD, AERMOD, MOVES, and other relevant tools.
Experience conducting noise and vibration modeling using FHWA Traffic Noise Model, SoundPLAN, and other relevant tools.
Knowledge of federal, state, and local regulations concerning AQ, GHG emissions, health risks (e.g., Clean Air Act, NESHAP, NSPS, Title V), and applicable agencies (CARB, EPA, Caltrans, FHWA, FTA, local air districts).
Strong technical writing, analytical, mathematical/scientific, and verbal communication skills.
Proven staff supervision, team management, coaching, mentoring, and ability to conduct quality assurance reviews.
Skilled in handling critical conversations and client interactions; ability to coordinate effectively with multiple planning project managers.
Ability to establish industry contacts and build client relationships; business development experience preferred.
Ability to support public involvement processes and present to stakeholders; ability to serve as technical advisor to elected officials and citizen groups.
