Responsibilities
Managing project budget, schedule, and resources to deliver contract requirements and enable disaster recovery and resilience outcomes for communities
Overseeing the design and implementation of programs and activities in compliance with federal grant requirements and regulations, including 2 CFR 200, National Environmental Policy Act, Davis-Bacon Act, Fair Housing Act, Uniform Relocation Act, duplication of benefits, and others
Managing project personnel and subcontractors that may consist of subject matter experts, case managers, engineers, architects, inspectors, construction managers, and other critical personnel in support of disaster recovery activities
Providing effective oversight through the development of controls, policies, and standard operating procedures to meet requirements, manage risk, and ensure client satisfaction
Coordinating with the finance and project control teams on project financial reporting and forecasting, and invoicing
Conducting and/or supporting the client with community outreach and engagement
Supporting business development activities, including proposal writing and reviewing, as needed
Supervising and mentoring staff
Requirements
Bachelor’s Degree in engineering, architecture, accounting, finance, law or policy, business, public administration, urban planning, emergency management or other related field of study required
Minimum of 12 years of applicable disaster recovery experience, 3 years of which related to implementing HUD CDBG-DR/MIT grant programs
Minimum 5 years’ experience as a project manager, including managing budgets, subcontractors, and staff resources (Project Management Professional certification a plus)
Experience working with or for state, local, and/or federal governments
