About the role

  • Project Manager for Crisis Management Plan at the Metropolitan Grand Paris. Leading project development and collaborating with various stakeholders.

Responsibilities

  • Administratively, financially and technically manage the contract for developing the Metropolitan Intermunicipal Safeguard Plan (PICS), divided into three lots
  • Maintain and strengthen, together with the Head of the Flood Prevention Unit, relations with State services, prefectures and the Defense Zone
  • Support municipalities in developing and updating their Municipal Safeguard Plans (PCS) and DICRIM (Local Major Risk Information Documents), in alignment with the Métropole’s PICS and the management of flood defense systems
  • Work with municipalities and Territorial Public Establishments (EPT) that do not have a PCS to obtain data on risks and resources
  • Assist the project officer assigned to this project in preparing and facilitating internal PICS test exercises, involving partners and crisis managers
  • Contribute to overall strategies to reduce vulnerability across the metropolitan area
  • Liaise with municipalities and EPTs, including coordinating the network of crisis focal points to collect and support analysis of PCS and other crisis documents led by the project officer
  • Help develop tools for regular and streamlined updates of information provided by the municipalities and EPTs included in the PICS
  • Work on the coordination between municipalities, EPTs and the Métropole for PICS preparation and crisis management
  • Participate in Metropolitan flood crisis management through the GeMAPI on-call rota and by joining the crisis unit in the event of flooding
  • Frequent travel across the metropolitan area is to be expected.

Requirements

  • Master’s degree (Bac +5) in Crisis and Risk Management, Safety or Prevention
  • Minimum 5 years’ experience in local government or a consulting firm on crisis management topics
  • Experience in risk and crisis management (PCS, procedures)
  • Knowledge of local authorities and public procurement
  • Strong writing skills and proficiency with office software and GIS
  • Experience drafting specifications/terms of reference
  • Experience managing external service providers/contractors
  • Grant monitoring and report/note drafting
  • Organizing crisis exercises
  • Coordination with partner organizations
  • Case/file management and reporting
  • Proven expertise in crisis management
  • Active listening and cooperative working style
  • Strong interpersonal skills and public speaking ability
