About the role

  • Divisional Financial Controller at TfL's property company ensuring financial records comply with standards and managing reporting. Collaborating with business partners and leading audit processes.

Responsibilities

  • Lead the compiling of the division’s consolidated financial and performance reports for the TfL Executive Committee and divisional executive meetings, liaising with central finance, local Heads of Finance and divisional directors to develop reporting requirements and challenging the content of the reports to ensure reports continue to drive decision making and add business value.
  • Preparing consolidated budgeting and forecast output for review and feedback from the Finance leadership and divisional executive meetings and ensuring the feedback is acted on by Senior Finance Business Partners
  • Lead on projects and improvement initiatives both within the Finance Business partnering area and initiatives led by central finance functions
  • Manage ad hoc queries for information or additional analysis, including Mayors questions, FOI’s, internal queries and co-ordinate the response to ad-hoc request
  • Manage a team of Finance Professionals to support in the delivery of consolidated financial outputs and subject matter expertise across the division.
  • Set, monitor and assure the correct accounting treatments are in place for all transactions by ensuring appropriate finance regulations are in place to meet legal, IFRS and CIPFA financial accounting rules.
  • Accountable for preparing all necessary packs for the annual audit and manage the delivery of the audit to the pre-agreed audit timetable.
  • Deputise for the Chief Financial Officer and Head of Finance at audit review meetings as directed.
  • Provide technical accounting advice to the divisional and group accounting teams.
  • Develop "Accounting Regs" that explain how Places should account for all transactions ensuring that IFRS and CIPFA standards are adhered to as well as describing the type and frequency of assurance testing required to ensure all staff are accounting in accordance with the finance regs.
  • Report findings of assurance testing to Balance Sheet Review Meeting.

Requirements

  • Qualified ACA or ACCA accountant or equivalent qualification (Essential)
  • Previous exposure at a senior level to systems and controls, performance management and change management
  • Knowledge and understanding of how Finance departments operate effectively in large complex organisations
  • Knowledge and understanding of the principles and process for financial operations, financial accounting and reporting, financial management, control, assurance and audit requirements (Essential)
  • Experience of working to a strategic level in a large multi-service organisation
  • Experience in a property based organisation or of auditing complex property businesses
  • Expert at advising senior management teams on strategic and financial issues
  • Expert in preparing statutory accounts
