About the role

  • Director of Rail System Planning for Transport for NSW guiding rail infrastructure development and service specifications. Collaborating with stakeholders and providing strategic insights for statewide objectives.

Responsibilities

  • Drive the strategic direction of rail system planning across NSW, covering suburban, intercity, regional, freight and Sydney Metro networks.
  • Oversee the development of network plans, Gate 0 prioritisation for rail, service specifications for heavy rail services, and all rail service planning inputs to major business cases.
  • Lead multidisciplinary teams through change, applying critical thinking to translate complex evidence into actionable rail planning solutions.
  • Shape the future rail corridor and station network, and guide planning for interchanges that support a modern, integrated transport system.
  • Work closely with senior executives, delivery agencies and stakeholders with different perspectives, ensuring decisions are grounded in strong technical analysis and aligned with statewide priorities.
  • Provide high-level advice and navigate complex, high-stakes discussions at the Ministerial level.

Requirements

  • Extensive senior experience in rail system planning, operations, or service development.
  • Strong knowledge of rail and rail safety obligations under relevant legislation.
  • Understanding of timetabling and service planning for heavy rail and/or mass transit networks.
  • Exceptional executive communication skills, with confidence operating at Ministerial and Secretary levels.
  • A track record of influencing diverse and complex stakeholders toward shared outcomes.
  • Proven ability to lead teams through complex organisational and strategic change.
  • Demonstrated ability to analyse and respond to customer needs, the operational environment and the available evidence to develop innovative and flexible solutions that integrate Transport objectives with customer needs to deliver public value.
  • Advanced critical thinking and strategic analysis skills, with the ability to interpret complex data and shape investment decisions.
  • Demonstrated success delivering evidence‑based advice in a large, dynamic, and politically sensitive environment.
  • Tertiary qualifications or equivalent senior professional experience.
