About the role

Responsibilities
- Advise on documentation we should maintain and systematize in advance.
- Assist in creating or strengthening internal SOPs and compliance systems to ensure "bid-ready" status.
- Review bid documents for legal and procedural risks.
- Identify vague or restrictive requirements and flag provisions that may unduly favor certain suppliers.
- Prepare clarificatory questions for pre-bid conferences while safeguarding the organization’s competitive position.
- Draft and organize legally compliant bid documents.
- Ensure the completeness, accuracy, and timely submission of all documentation.
- Provide legal support during post-qualification stages.
- Advise on pre-delivery coordination and technical inspection requirements.
- Assist in processing payments and preparing post-award documentation.
- Support the procurement of performance and guarantee bonds or other legal obligations.
- Conduct legal risk assessments related to procurement participation.
- Provide ongoing compliance advice to ensure readiness for future bids.
Requirements
- Licensed attorney in the Philippines with at least 5 years of legal practice.
- Demonstrated expertise in public procurement law (RA 9184) and related government contracting procedures.
- Experience advising NGOs, non-profits, or similar entities on public bidding is highly preferred.
- Strong analytical, documentation, and communication skills.
- Ability to work collaboratively with operational, finance, and client-facing teams.

- Estimated time commitment: variable workload, with an estimated 20 hours per month.
