About the role

  • Procurement Consultant managing government procurement compliance and internal systems for IDinsight. Focused on supporting public bidding processes and legal risk assessments for project success.

Responsibilities

  • Advise on documentation we should maintain and systematize in advance.
  • Assist in creating or strengthening internal SOPs and compliance systems to ensure "bid-ready" status.
  • Review bid documents for legal and procedural risks.
  • Identify vague or restrictive requirements and flag provisions that may unduly favor certain suppliers.
  • Prepare clarificatory questions for pre-bid conferences while safeguarding the organization’s competitive position.
  • Draft and organize legally compliant bid documents.
  • Ensure the completeness, accuracy, and timely submission of all documentation.
  • Provide legal support during post-qualification stages.
  • Advise on pre-delivery coordination and technical inspection requirements.
  • Assist in processing payments and preparing post-award documentation.
  • Support the procurement of performance and guarantee bonds or other legal obligations.
  • Conduct legal risk assessments related to procurement participation.
  • Provide ongoing compliance advice to ensure readiness for future bids.

Requirements

  • Licensed attorney in the Philippines with at least 5 years of legal practice.
  • Demonstrated expertise in public procurement law (RA 9184) and related government contracting procedures.
  • Experience advising NGOs, non-profits, or similar entities on public bidding is highly preferred.
  • Strong analytical, documentation, and communication skills.
  • Ability to work collaboratively with operational, finance, and client-facing teams.

Benefits

  • This is a paid consultancy, with fees commensurate with experience and the scope of services rendered.
  • The consultant will be engaged on a time-based billing arrangement.
  • Estimated time commitment: variable workload, with an estimated 20 hours per month.
  • Invoicing: monthly invoice detailing hours worked, tasks completed, and reimbursable expenses (if applicable).
  • Payment terms: Invoices processed and paid within 30 calendar days upon submission and approval.
