About the role

• Proposal Coordinator responsible for bid preparation in public sector IT projects. Collaborates across teams to produce competitive offers for public clients in Germany.

Responsibilities

• Analyze and evaluate incoming mini-competitions within the context of existing framework agreements (e.g. EVB-IT, VgV).
• Coordinate bid preparation involving subject-matter experts, project management, legal, sales and finance.
• Identify suitable candidates and prepare or adapt consultant profiles to requirements – including technical, functional and strategic alignment with the client's specifications.
• Compile all bid documentation (e.g. concepts, references, price sheets, team compositions, credentials).
• Manage bid processes via electronic procurement platforms (e.g. DTVP, eVergabe, S-Compass).
• Ensure compliance with formal criteria and deadlines, and maintain full documentation and tracking of submitted bids.
• Work closely with internal stakeholders to respond quickly, cleanly and purposefully to new call-offs.

Requirements

• Experience handling public tenders, ideally with mini-competitions or comparable call-off procedures.
• Familiarity with procurement platforms, tender documents and award criteria (VgV, UVgO, framework agreements, EVB-IT).
• Ability to tailor technical profiles and project descriptions precisely to tender requirements.
• Structured, independent working style – combined with the willingness to be creative and flexible when required.
• Strong hands-on mentality, communication skills and a keen eye for linguistic and substantive impact.
• Knowledge of IT consulting, project management, staffing or HR is an advantage.
