Performs analytical work to ensure the promotion and utilization of Diverse Business (DB) programs at the PTC.
Monitors projects and compliance findings to evaluate the level of DB participation.
Makes recommendations and provides corrective action to ensure equal opportunity and appropriate participation.
Works with management staff to develop plans for collaborating with employees, vendors, and others to resolve contract compliance issues and implement good faith efforts.
Reviews prevailing wage and certified payrolls to ensure PTC compliance with state and federal regulations.
Notifies management of potential scenarios that may impede contract compliance and makes recommendations for resolving those situations.
Prepares and analyzes reports, correspondence, forms, databases, and other materials necessary for the proper statistical tracking and administration of a comprehensive DB contracting and compliance program.
Conducts periodic on-site reviews of contractors doing business with the PTC to evaluate compliance with applicable laws and policies.
Mediates contract resolution between prime contractors and subcontractors.
Prepares cases and provides testimony at administrative legal hearings.
Develops reports, correspondence, forms, and materials necessary for the proper administration of a comprehensive contract compliance program.
Maintains records for both federal and non-federal contractors.
Works with other departments with regard to Construction contracts, Professional Services agreements, and with Job Order contracts to assist in developing processes and procedures to decrease the probability of billing errors and irregularities.
Trains delegates to recognize payroll inconsistencies.
Uses situational awareness to anticipate and prevent accidents.
Performs related duties as assigned.
Requirements
Eight (8) years of experience in contract administration, auditing, compliance, or diverse business programs; OR Four (4) years of experience in contract administration, auditing, compliance, or diverse business programs AND a bachelor’s degree in business administration, public administration, or related field.
Equivalent combination of education and/or experience may be accepted.
Possession of a valid driver’s license.
Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.
