About the role
- Juriste en commande publique, assurant fonctions opérationnelles et conseils pour la Ville et POLD. Rédige et suit les contrats de commande publique et gère les aspects juridiques.
Responsibilities
- Performs operational, strategic and advisory functions in the field of public procurement contracts for the City and for Paris Ouest La Défense (POLD)
- Drafts and monitors public procurement contracts for the City, its affiliated entities, and for POLD
- Supports sourcing activities and carries out market benchmarking
- Assists in defining requirements
- Selects the appropriate procurement procedure to be implemented
- Ensures legal certainty and compliance with applicable regulations throughout the procurement process
- Establishes a schedule and ensures its compliance
- Drafts administrative documents and public notices consistent with technical specifications
- Implements electronic procurement / digitization of procedures
- Opens and evaluates bids
- Assists in the analysis of bids and provides final validation of analyses prepared by operational departments
- Participates in committees (CAO, CDSP, etc.)
- Drafts all administrative acts related to procedures (letters, decisions, deliberations, minutes, analysis tables, etc.)
- Organizes and participates in negotiations and drafts the minutes
- Handles requests for additional information and for disclosure of administrative documents, as well as requests from the legal oversight authority
- Ensures the administrative management and monitoring of contracts (amendments, formal notices, terminations, etc.)
- Monitors pre-litigation and litigation files in coordination with the legal affairs department
Requirements
- Legal education in public law / local government law (Master 2 or equivalent) with essential knowledge of public procurement in local authorities
- Thorough knowledge of the Public Procurement Code
- Familiarity with public accounting rules
- Proficiency in IT tools
