About the role

  • Overseeing procurement activities across project categories in the construction and utilities sectors in the USA. Responsible for vendor management and compliance with procurement policies.

Responsibilities

  • Responsible for planning, execution, optimization, and control of project procurement results to increase economic value added
  • Leads procurement for major project categories including: foundation services, construction materials, construction services, civil works, mechanical and electrical services, utilities, equipment, temporary hires, crane rental, permitting, and consulting
  • Develops and implements project-specific procurement strategies in coordination with Global Procurement and Project Management
  • Initiates procurement processes, issues RFPs/RFQs, evaluates bids, negotiates commercial terms, and resolves procurement challenges
  • Manages supplier performance, qualification, and development of master supplier data
  • Ensures compliance with procurement procedures, insurance requirements, lien waivers, documentation standards, and delivery obligations
  • Coordinates procurement activities with Construction, Engineering, O&M, Project Management, Finance, Logistics, and site teams
  • Oversees expediting activities, monitors delivery milestones, and addresses schedule risks
  • Provides coaching and guidance to Buyer I and project procurement support staff
  • Supports the development and implementation of procurement procedures, processes, and operational tools
  • Involved in Human Resource matters including hiring, promotion, disciplinary action and termination of personnel in coordination with plant supervisory team and corporate management and in accordance with company policies and procedures

Requirements

  • Bachelor’s degree in Economy, Business Management, Industrial Engineering, Supply Chain, or related field; Master’s degree preferred
  • 10–15 years of procurement experience, including project procurement in construction, utilities, civil, mechanical/electrical, or infrastructure environments
  • 5–7 years of management or supervisory experience
  • Excellent organizational skills with the ability to multi‑task and meet deadlines
  • Strong interpersonal skills and ability to work both independently and within cross‑functional teams
  • Excellent written and verbal communication skills
  • Expert negotiation skills, commercial competency, and strong process knowledge
  • Proficiency in MS Word, Excel, PowerPoint, Internet tools, and ability to learn ERP systems (SAP preferred)
  • Ability to work with confidential and proprietary information
  • Must possess a valid driver’s license and acceptable driving record; must operate a vehicle safely
  • Ability to travel up to 50%
