About the role

  • IT Project Manager leading software application projects for the public sector. Overseeing development, integration, and maintenance of innovative applications for community service.

Responsibilities

  • You lead IT projects.
  • You are involved in the development and integration of new applications or components, as well as in the maintenance of existing applications.
  • In this capacity, you coordinate contributors who analyze, configure and code application software components.
  • You may also perform coding tasks yourself.
  • You ensure compliance with requested changes, standards, procedures, costs and schedules.
  • You serve as the business software point of contact for the DINT, internally and externally — you understand the applications and business issues and act as the business ambassador with service providers.
  • Support business teams in identifying, organizing and expressing requirements, and conduct feasibility studies (assess the stakes, analyze value and risks).
  • Evaluate the project budget.
  • Manage technical projects as the technical lead (MOE): define resources, participate in technical decisions, write functional specifications, and ensure project follow-up until delivery by providers.
  • Develop and maintain applications: develop software or modules that meet user needs, provide corrective and evolutionary maintenance, verify the proper functioning of business applications, and perform updates.
  • Manage support and documentation: write user documentation for applications developed by the service, ensure providers supply documentation, identify and correct malfunctions, and train users.
  • Ensure quality and performance: implement and develop new applications within the information system’s technical architecture, control their quality and performance, and monitor production-center software operation in accordance with standards, operational procedures and security requirements.
  • Coordinate external contributors and participate in the facilitation and work of cross-functional teams with business and technical stakeholders.

Requirements

  • Engineering degree.
  • Understanding of the issues, developments and the technical and regulatory framework of public-sector information systems.
  • Knowledge of the organization and operation of the local authority and the IT department (DSI).
  • Knowledge of legal rules and aspects relating to information systems.
  • Understanding of information systems architecture and functionality.
  • Knowledge of the software market and outsourcing.
  • Security standards and procedures.
  • Planning methods and tools.
  • Principles for developing indicators and study dashboards.
  • Techniques for design, modeling and application architecture.
  • Agile methodology.
  • Development methods, standards, languages and tools (AGL, etc.).
  • Project management methods.
  • Diagnostic techniques.
  • Maintenance methods and techniques.
  • Project evaluation methods and tools.
  • Ability to develop proposals.
  • Report writing and briefing-note drafting skills.
  • Methods and techniques for prospective analysis.
  • Basic knowledge of public finance and budget execution.
