About the role

  • Full accountability and authority for leading and managing assigned program(s).
  • Provides the primary interface with the NOAA Program Lead, Contracting Officer, Contracting Specialist, and Contracting Officer’s Representatives.
  • Acts as primary contact and responsible for meeting contractual commitments including the financial, quality, technology, and schedule performance of assigned program(s) within contractual boundaries, company expectations, and established standards, using the approved business model and management tools.
  • Establishes an executable baseline and manages the program risk and opportunity.
  • Sets milestones and monitors adherence to program master plans and schedules.
  • Uses approved control systems and reports that accurately measure progress, identifies potential problems in sufficient time for corrective action to be taken and ensures the meeting of contract commitments.
  • Supervises and integrates the performance of the program Integrated Product Teams, including working with the Chief Scientist, Chief Architect and Chief Software Engineer, in providing leadership, vision, and guidance to the EPIC contractor staff.
  • Sets program strategy, vision and tactical direction for program execution by multifunctional team(s) and sub-contractors.
  • Tracks progress on EPIC milestones, reporting on progress to the Government, and bringing issues and proposed solutions to the attention of the Government throughout the life of the contract.

Requirements

  • Possess a PMP Certification at the time of proposal submission, or if the candidate does not possess a PMP Certification at the time of proposal submission, documentation demonstrating that the proposed candidate will have obtained a PMP Certification by no later than Contract Award, which is currently anticipated for the month of April 2026.
  • MS or PhD degree in Earth system science disciplines (including atmospheric sciences, oceanic science, geophysics, numerical modeling), computing, and other relevant fields.
  • BS degrees in these fields with demonstrated experience will be considered.
  • Experience with or knowledge of numerical modeling development for Earth’s atmosphere, ocean, land surface and cryosphere.
  • Experience with or knowledge of data assimilation methodology and numerical techniques.
  • Experience developing scientific software and software infrastructure for use with Earth system models.
  • Knowledge of scientific programming languages (e.g., FORTRAN, C/C++, Python, etc.), shell scripts, etc. and modern software development methodologies and processes.
  • Knowledge and experience with the Earth System Modeling Framework (ESMF) or similar modeling system architecture.
  • Experience with high performance computing (HPC) environments and cloud computing for ESM.
  • Knowledge of AI/ML methodology and techniques for ESM at global and/or regional scales.
  • Excellent communications, presentation, and problem solving skills.
  • Incumbent working experience at NOAA/EPIC highly preferred.
  • Minimum years of relevant experience: eight.
  • U.S. citizenship or green card is required.
