Senior Bid Manager at NTT DATA responsible for managing public sector bids and ensuring compliance. Leading bid processes and supporting negotiations across EU and national projects.
Responsibilities
Independently manage and coordinate bids and tenders in the public sector (EU-wide & national)
Analyze procurement/tender documents (e.g., service specifications, EVB‑IT, award criteria)
Coordinate all technical and functional inputs and ensure a smooth bid process
Responsible for reviews, approvals, compliance and escalation management
Prepare presentations and actively support customer and contract negotiations
Document the bidding process and conduct win/loss reviews
Requirements
University degree in business administration, law, or equivalent qualification
At least 5 years' experience in bid management, ideally with public-sector clients (federal, state, municipal authorities, agencies, public enterprises)
Solid knowledge of public procurement law (GWB, VgV, UVgO) and experience working with EVB‑IT contracts
Basic contract law knowledge and the ability to work to deadlines and meet timelines
Strong sales experience or experience in sales-supporting roles, with demonstrable experience preparing and conducting customer negotiations
High level of accuracy and strong analytical skills combined with technical affinity and excellent communication skills
Excellent MS Office skills; confident use of project management tools such as Microsoft Planner, MS Project, Jira or Confluence to manage complex bid processes
Practical experience using AI tools (e.g., Microsoft Copilot, ChatGPT) to analyze tenders, structure content and create proposal material
Fluent German and very good English, both written and spoken
Confident manner when dealing with public-sector clients and strong negotiation skills
