Responsibilities
Administrative support to the project team in the awarding and monitoring of public contracts: administrative management of procurement procedures conducted under the public procurement code (drafting tender documents, monitoring schedules, preparing and analysing candidacies or bids), administrative contract management (management of special contractual acts, amendments, etc.), analysis of candidacies or bids.
Participation in monitoring the budgetary and financial execution of operations: in liaison with the budget/finance department and the invoicing department, tracking legal and financial commitments, assisting project managers with verification of services rendered, and following up on invoices. Participation in preparing the final accounts of contracts (DGD) and project discharges/clearances.
Technical assistance to project managers: may attend technical meetings and follow certain operations or phases (diagnostics, occasional expert assessments, furniture, relocations…), providing support under the responsibility of the project team.
Requirements
Associate degree (Bac+2) in administrative management or law
Professional experience in the construction sector or experience in administrative management for a public contracting authority is strongly preferred
Excellent organizational skills and rigor in task execution
Proven ability to work in a team and collaborate effectively
Good interpersonal skills and clear, precise communication
Proficiency with office software and financial management systems
Initiative and ability to manage multiple priorities simultaneously
Ability to analyze financial data and produce reliable reports
Knowledge of current financial and administrative regulations in France
