- Contract Program Security Officer at 2 Circle Consulting Inc. overseeing government security compliance and managing personnel clearances. Administering security programs and policies in a hybrid role.
Responsibilities
- Serve as the Contract Program Security Officer (CPSO) / Facility Security Officer (FSO) for 2 Circle Consulting Inc.
- Administer contract-specific security responsibilities
- Coordinate with government customers and internal stakeholders
- Manage access and indoctrination requirements
- Oversee sensitive compartmented information (SCI) requests, visits, indoctrinations, and required training
- Develop, implement and administer security programs and policies for program personnel and facilities
- Manage NISPOM, DoDM 5200.01 and DoDI 5200.48 related Program Security requirements
- Ensure personnel clearances remain current
- Review personnel security clearances and periodic reinvestigations
- Maintain all personnel security clearance records
- Maintain compliance with US Government security regulations and directives
- Lead compliance assessment reviews and perform self-inspections
- Identify deficiencies and recommend / implement corrective action
- Develop and maintain security-related standard operating procedures (SOP), OPSEC plans, and checklists
- Develop and execute a training program for employees on security related topics
- Maintain security database, conduct inquiries, and ensure compliance
- Complete security inspection checklists
- Responsible for document control functions
- Manage the Program Access Requests (PAR) process
- Facilitate documentation and program indoctrination
- Conduct indoctrination briefings for newly assigned personnel
- Manage sensitive compartmented information (SCI) requests and training
- Investigate and report security violations and adverse information reports
- Resolve other related program security issues
Requirements
- High school diploma or equivalent is required
- 2 - 4 years experience as a Contract Program Security Officer or working knowledge of Program Security Officer functions
- Experience with document control or working knowledge of document control functions
- Working knowledge of security manuals, directives, and Executive Orders NISPOM, ICD, DOD Manuals/Instructions, etc.
- Working knowledge of DISS, JADE, and associated systems.
- Experience managing a team focused on collaborative efforts and collective results (preferred)
- 5 years of experience working with manuals: NISPOM, DoDM 5105.21, DoDM 5205.07 Volumes 1-4, ICD 700 series, RMF/JSIG (preferred)
- Thorough understanding of DD-254 Implementation (preferred)
- Ability to develop, implement, and maintain a multi-disciplined security program for complex, major acquisition programs (preferred)
- Demonstrated knowledge of OPSEC, personnel, industrial, physical, and information security principles (preferred)
- Proficiency with DISS, EPSQ/e-QIP (preferred)
- Knowledge of MS Office suite software including Outlook, Word, Excel, and PowerPoint (preferred)
- Certificate training in CDSE, desired (preferred)
- Effective communicator with strong verbal and written skills (preferred)
- Proactive, self-directed work style with the ability to operate independently (preferred)
