About the role

  • Lead development efforts in Maryland, Virginia and North Carolina as Vice President of Development
  • Act as the “quarterback” of Conifer teams involved in projects (Development, Construction, Legal, Accounting, Asset Management, Property Management)
  • Develop and report on annual regional profitability goals to meet overall company goals
  • Determine capacity and appropriate resources for current and pipeline projects, including staffing and predevelopment expense budgets
  • Hire and manage Development Managers and Development Coordinators, including mentoring, coaching, training and succession planning
  • Represent Conifer at regional conferences and political events
  • Responsible for profitable completion of new affordable (LIHTC) housing and workforce housing developments including sourcing, local approvals, funding applications, construction closings, construction and conversion/8609
  • Oversee implementation of development projects in assigned regions from project inception to 8609 certification
  • Identify and negotiate purchases of new project sites for pipeline
  • Responsible for project feasibility and profitability and its related impact on the corporate budget through completion
  • Develop and maintain professional relationships with local, state and federal funding agencies, joint venture partners, investors and municipal development planners
  • Prepare state or multi-state funding applications where applicable
  • Work with Development Managers to maintain project budget, complete sources and uses and monthly update of project cost to complete
  • Obtain local municipal project approvals; travel required and evening appointments for local approvals
  • Select, direct and coordinate third party design professionals and perform design review adhering to Conifer specifications and standard floor plans
  • Coordinate completion of third-party Market Studies and Appraisals
  • Review and approval of third-party contracts and billings
  • Work with closing team on pre-syndication, equity, construction loan and permanent loan closings
  • Represent the owner at construction meetings and resolve issues related to design implementation, schedule, local permits, third party responsibilities and draw reviews
  • Approve hard cost draws and change orders; review and approve soft cost draws and submission of hard and soft cost draws to funders
  • Work with PM and Construction teams to determine regulatory requirements for issuance of Certificate of Occupancy and direct contractor and third-party professionals to complete required roles
  • Assist preparing final job cost for 8609 issuance and regulatory agreement filings
  • Perform other development-related projects and duties as assigned
  • Remote with some regional office attendance when needed/scheduled and travel to Project states and Project Municipalities

Requirements

  • Minimum fifteen (15+) years in affordable housing development or combination of experience in planning, real estate development and finance
  • Minimum 7+ years of experience in affordable housing project management, leading projects from start to finish
  • Strong financial, budgeting experience required
  • Proficient computer skills and programs including MS Word, Excel, Outlook, PowerPoint, and project management programs such as Deal Path and Procore
  • Staffing, performance management including coaching, mentoring, training experience is essential
  • Bachelor’s degree required, with a major in Business, Law, Finance or Planning preferred
  • High School Diploma/GED equivalent required
  • Demonstrated excellent oral and written communication skills
