About the role

  • Information Technology Manager managing IT infrastructure at Volunteers of America Northern California & Northern Nevada. Overseeing technology strategy and operations to support social services for vulnerable populations.

Responsibilities

  • Provide strategic technology leadership and vision to the IT Director and executive team, developing and implementing multi-year technology roadmaps aligned with organizational mission and program growth.
  • Lead the IT department in delivering reliable, secure, and efficient technology services that enable VOA NCNN's 400+ employees to serve over 3,500 individuals daily.
  • Develop and present comprehensive technology plans, status reports, and recommendations to leadership and executive teams on emerging technologies, cybersecurity threats, and infrastructure improvements.
  • Manage IT department budget, forecasting technology needs and optimizing costs while ensuring adequate resources for critical infrastructure and security initiatives.
  • Lead the design, implementation, and ongoing management of on-premise and cloud-based IT infrastructure supporting VOA NCNN programs across Northern California and Northern Nevada.
  • Oversee Microsoft 365/Entra (Azure AD) environment, including user administration, license management, security configurations, and integration with productivity and collaboration tools.
  • Manage hybrid Active Directory environments, ensuring seamless authentication, authorization, and identity management across cloud and on-premise systems.
  • Maintain and optimize network infrastructure, server systems, storage solutions, and backup/disaster recovery capabilities to ensure 99.9% uptime for critical services.
  • Coordinate telecommunications systems including voice, video, and unified communications platforms to support hybrid work arrangements across Sacramento and Reno offices.
  • Serve as the organization's designated Security Officer, developing and enforcing comprehensive cybersecurity policies, standards, and procedures to protect organizational data and technology assets.
  • Ensure compliance with relevant regulations and standards including HIPAA, HITECH, 42 CFR Part 2, HUD data security requirements, and nonprofit sector best practices.
  • Implement and maintain security frameworks including endpoint protection, email security, multi-factor authentication, security awareness training, and incident response capabilities.
  • Conduct risk assessments, vulnerability management, and security audits; coordinate penetration testing and remediation activities to maintain strong security posture.
  • Lead incident response and business continuity planning efforts, ensuring rapid recovery from security events or system disruptions.
  • Coordinate IT audits and compliance reviews, providing documentation and evidence of security controls to auditors, funders, and regulatory bodies.
  • Oversee support and optimization of the Electronic Health Records (EHR) system, ensuring reliable performance, data integrity, security compliance, and effective integration with other clinical and administrative systems.
  • Support Human Resources Information System (HRIS) and Accounting systems, collaborating with Finance and HR teams to ensure system availability, data accuracy, and efficient workflows.
  • Evaluate and implement new enterprise systems and applications, managing vendor relationships and ensuring successful deployment of technology solutions that enhance organizational effectiveness.
  • Coordinate system integrations and data exchanges between platforms to improve workflow efficiency and reduce manual data entry.
  • Manage and mentor IT staff, providing supervision, professional development opportunities, performance management, and fostering a culture of service excellence and continuous improvement.
  • Coordinate and support the service desk function, ensuring timely resolution of user issues, effective ticket management, and high customer satisfaction across all VOA NCNN locations.
  • Provide hands-on technical support when needed, demonstrating flexibility and willingness to assist with urgent issues regardless of complexity.
  • Develop and deliver user training programs to enhance staff technology proficiency and adoption of new systems and tools.
  • Foster collaborative relationships across departments, understanding programmatic needs and translating them into effective technology solutions.
  • Maintain comprehensive IT inventory and asset management systems, tracking hardware, software licenses, contracts, and warranties across the organization.
  • Manage technology procurement processes, vendor relationships, and contract negotiations to ensure cost-effective acquisition of quality products and services.
  • Oversee equipment lifecycle management including deployment, maintenance, and decommissioning of IT assets in compliance with data security and environmental standards.
  • Develop and maintain comprehensive IT documentation including system configurations, procedures, policies, and disaster recovery plans.
  • Travel between Sacramento and Reno offices at least once monthly to provide onsite support, conduct site assessments, and maintain strong relationships with staff at both locations.

Requirements

  • Bachelor’s degree in information technology, Computer Science, Information Systems, or related field required.
  • Minimum five to seven years of progressive IT experience with at least three years in leadership or management roles.
  • Four years of additional experience may substitute for degree requirement.
  • Demonstrated experience managing IT operations in multi-site nonprofit, healthcare, or human services organizations with 200+ users.
  • Expert knowledge of Microsoft 365 suite including Exchange Online, SharePoint, Teams, OneDrive, security and compliance features, and administration tools.
  • Strong expertise in Microsoft Entra ID (Azure Active Directory) including user management, conditional access policies, group policies, and hybrid identity configurations.
  • Proven expertise in cybersecurity frameworks, risk assessment, vulnerability management, and incident response with demonstrated ability to serve as an organizational Security Officer.
  • Experience supporting Electronic Health Records (EHR) or healthcare IT systems in HIPAA-compliant environments, including system administration, troubleshooting, and user training.
  • Working knowledge of HRIS and accounting systems integration and support.
  • Strong understanding of network administration, including TCP/IP, DNS, DHCP, VPNs, firewalls, WiFi, and WAN technologies.
  • Experience with on-premise and cloud infrastructure including servers, storage, backup solutions, and disaster recovery systems.
  • Proficiency in telecommunications systems and unified communications platforms including VoIP and video conferencing technologies.
  • Thorough understanding of HIPAA, HITECH, 42 CFR Part 2, and other healthcare data privacy and security regulations applicable to behavioral health and substance use disorder treatment programs.
  • Knowledge of HUD data security requirements and nonprofit technology compliance standards.
  • Experience conducting IT audits, preparing audit documentation, and remediating compliance findings.
  • Proven ability to manage, mentor, and develop IT staff while fostering a collaborative, service-oriented team culture.
  • Excellent problem-solving and analytical skills with ability to troubleshoot complex technical issues under pressure.
  • Outstanding communication skills with ability to translate technical concepts to non-technical audiences including executive leadership and program staff.
  • Strong project management capabilities including planning, budgeting, vendor management, and stakeholder communication.
  • Customer service orientation with patience, empathy, and commitment to supporting end users at all technical skill levels.
  • Demonstrated ability to work independently, prioritize multiple competing demands, and maintain composure during critical incidents.

  • Understanding of and sensitivity to the technology needs of nonprofit human services organizations serving individuals experiencing homelessness, substance use disorders, and other life challenges.

  • Professional certifications such as CISSP, CISM, Security+, Microsoft Certified: Azure Administrator, Microsoft 365 Certified: Administrator Expert, ITIL Foundation, or PMP preferred.
  • Experience with specific EHR platforms used in behavioral health or substance use disorder treatment settings preferred.
  • Knowledge of Homeless Management Information Systems (HMIS) and HUD data standards preferred.
  • Experience with Azure cloud services including Azure Virtual Desktop, Azure Files, and Azure Security Center preferred.
  • Familiarity with PowerShell scripting, automation tools, and endpoint management platforms such as Microsoft Intune preferred.
  • Experience implementing and managing security information and event management (SIEM) solutions and security awareness training programs preferred.
  • Background in managing technology for organizations with distributed workforce models and multiple service delivery sites preferred.
  • Bilingual (English/Spanish) skills to better serve diverse communities preferred.
