About the role

  • Program Manager driving strategic alignment and overseeing enterprise-wide transformation programs at St Vincent's Health Australia. Leading cross-functional teams and ensuring programs deliver value within scope and timelines.

Responsibilities

  • Lead the delivery of large-scale, enterprise-wide programs, ensuring alignment with strategic objectives.
  • Govern program scope, schedule, resources, risks, dependencies, and outcomes.
  • Establish and maintain program roadmaps, implementation plans, and delivery milestones.
  • Champion program lifecycle management, from business case through to closure and benefits realisation.
  • Ensure program adherence to SVHA’s program and project management methodology and standards.
  • Oversee program resourcing models, demand planning, and timesheet compliance.
  • Continuously review and optimise delivery frameworks to adapt to evolving organisational needs.
  • Develop and implement program governance frameworks, steering committee reporting, and executive dashboards.
  • Lead preparation and facilitation of program steering committee meetings and governance forums.
  • Partner with portfolio management and strategy teams to ensure prioritisation and sequencing of initiatives.
  • Ensure alignment of program activities with organisational values, digital strategy, and transformation priorities.
  • Engage and influence senior leaders, executive sponsors, and operational stakeholders across multiple business units.
  • Lead program communications, stakeholder engagement plans, and change management strategy.
  • Build a culture of collaboration, transparency, and accountability across internal and external delivery partners.
  • Develop, track, and manage program budgets (CapEx and OpEx), forecasts, and resource plans.
  • Lead commercial negotiations with vendors and partners to achieve value for money outcomes.
  • Oversee legal contract development, execution, compliance, and change control processes.
  • Ensure cost-effective delivery and ROI tracking aligned to approved business cases.
  • Manage and approve financial change requests and variations within delegated authority.
  • Collaborate with Procurement and Legal teams to manage vendor contracts and ensure clarity of commercial terms.
  • Coordinate program delivery schedules and planning activities with external vendors and partners.
  • Monitor and report on vendor performance, ensuring accountability to agreed timelines and deliverables.
  • Lead vendor governance forums and ensure alignment of roles, responsibilities, and escalation pathways.
  • Manage vendor-led transitions, service onboarding, and handover to BAU teams.
  • Ensure compliance with all contractual obligations, legal requirements, and change management protocols.
  • Ensure structured onboarding and exit management of delivery vendors, aligned with SVHA policy and continuity planning.
  • Identify, monitor, and mitigate program-level risks and issues.
  • Ensure programs meet compliance obligations and adhere to SVHA governance standards.
  • Conduct health checks, quality assurance reviews, and external audits as required.
  • Build, coach, and lead high-performing teams including internal staff, partners, and vendors.
  • Foster an inclusive, values-based culture that supports innovation and continuous improvement.
  • Drive workforce planning and succession strategies within program delivery functions.

Requirements

  • Minimum 10 years' experience leading large-scale, complex programs in a matrixed and multi-disciplinary environment, including management of multiple concurrent projects or workstreams.
  • Demonstrated success delivering enterprise-wide transformation portfolios with combined budgets exceeding $20M, coordinating interdependent initiatives across multiple business units.
  • Strong commercial acumen with demonstrated experience in financial oversight and budgeting.
  • Proven ability to lead vendor negotiations, manage contract execution, and oversee legal and change control processes.
  • Proven ability to lead program governance, planning, reporting, and benefits realisation in alignment with strategic priorities.
  • High-level communication, negotiation, and stakeholder engagement skills with executive and board-level audiences.
  • Strong knowledge and application of structured program delivery methodologies such as MSP, Agile, or PRINCE2.
  • Demonstrated capability in change leadership, resource planning, and operational handover to BAU.
  • Tertiary qualification in Business, Information Technology, Health Management or a related discipline.
  • Relevant program and project management certifications such as: MSP (Managing Successful Programmes) PRINCE2 Practitioner AgilePM PMI/PMP ITIL v4 Foundation or higher.
  • Postgraduate qualification (e.g. MBA, MHA, or equivalent) in a relevant field.
  • SIAM (Service Integration and Management) Foundation certification.
