Responsibilities
Directly reporting to the Administrative and Financial Director
Team management and coordination
Main responsibilities: contribute to the preparation of the initial budget, revised budgets, and the annual financial statement
Execute the budget: implement expenditures in compliance with regulatory and financial frameworks
Manage cash flow; monitor execution and produce tracking reports
Prepare accounting closing operations; ensure the quality of the accounts
Ensure expenditure optimization
Continuously improve financial management tools and procedures
Support the Administrative and Financial Director on administrative matters by producing required documentation
Oversee the day-to-day functioning of premises and equipment
Manage relationships with service providers and oversee site-related contracts
Requirements
Education and experience: You hold a Master's degree (Bac+5) in management, public finance, public law, public administration, or an equivalent qualification in public management, political science, a business school with a public sector specialization, or an Institute of Political Studies (IEP)
You have at least 5 to 7 years' experience in a similar role (RAF, administrative/financial manager, secretary-general, etc.), ideally within a public interest group (GIP), a local authority, or a public institution

Curiosity
Knowledge: proficiency in management tools: advanced spreadsheets (Excel or Google Sheets), accounting and budget management systems, and electronic document management/digitization software
Expert knowledge of public sector budgeting and accounting rules
Solid knowledge of public procurement (preparation, monitoring, execution)
Basic knowledge of health, safety, and environmental regulations
Competencies: organizational skills and the ability to manage multiple files/projects simultaneously
Ability to draft administrative acts, briefs, and procedures
Experience in budget management and in dialogue with oversight bodies (Finance Director/DAF, accounting officer, supervisory authorities)
Experience in site management or logistics coordination is a plus
Good command of English (reading, spoken, written)
