About the role

  • Analyzing and managing railway land use for Motiva, ensuring compliance with contractual obligations and regulations.

Responsibilities

  • Responsible for analyzing, executing, and directing the execution of activities related to the management of the right-of-way, supporting compliance with contractual obligations related to the regulated, non-fee use of the concession area, and preserving the integrity of the railway right-of-way.
  • Process requests for third-party permission to use concession areas, whether for existing or new structures, in coordination with internal technical departments that review project analyses, up to issuance of the Term of Permission to Use (TPU) and inspection of authorized use, ensuring all activities comply with technical standards and railway regulations.
  • Lead activities related to the clearance of concession areas. This includes mapping areas improperly occupied by third parties, handling the administrative process — including identification of the invaded area and issuance of notices — and ensuring that all irregular occupations are addressed lawfully, efficiently, safely, and promptly, minimizing any impact on operations.
  • Oversee and manage correspondence control, ensuring that all communications, internal and external, are properly recorded, distributed, and archived. Ensure that correspondence is handled confidentially and securely, and that any requests or inquiries are responded to promptly and effectively.
  • Develop and implement policies and procedures for effective right-of-way management, including risk identification and mitigation.
  • Prepare and present regular reports on the performance and progress of right-of-way activities to senior management.
  • Collaborate with other departments and teams to ensure effective integration and coordination of right-of-way activities.
  • Conduct technical and financial analyses to support strategic decision-making related to the right-of-way.
  • Provide technical guidance and training to the team, promoting skills development and adherence to quality standards.
  • Survey concession areas transferred under the Concession Agreement that have inconsistent land registry records and address discrepancies, gathering technical inputs with support from specialized consultants and proposing strategies to mitigate regulatory risks, with the aim of confirming the boundaries of the concession area received under the contract with the granting authority. Also ensure the document repository is organized and easily accessible to effectively support mobility operations.
  • Contribute to ensuring compliance with contractual obligations related to managed right-of-way areas, regularize ancillary revenue areas, monitor opportunities and threats identified within the business unit, and interact with various areas of the concessionaire and service companies.
  • Support the institutional department of the business unit on right-of-way matters in interfaces with the grantor and public agencies.
  • Participate in the administration of the right-of-way for business units, constantly interacting with different clients, public officials, and regulatory agencies.
  • Contribute to the dissemination of regulatory knowledge, especially on topics related to the right-of-way, across the various areas of the business units where assigned.

Requirements

  • Bachelor's degree in Engineering or Law.
  • Knowledge of georeferencing and software tools (AutoCAD, GIS, Power BI, among others).
  • Experience in land regularization processes, including analysis of notarial/cadastral documents, definition of regularization strategies, and interaction with public authorities.
  • Computer skills (MS Office: Word, Excel, PowerPoint, Outlook).
  • Availability to travel along the rail corridor.
  • Negotiation experience.
  • Participation in the implementation of concessions in the metro/rail sector.
