Chief System Architect leading design and implementation of technical solutions for NOAA EPIC. Collaborating with stakeholders and guiding technical teams in Earth system modeling framework.
Responsibilities
Defines and communicates the architectural vision and strategy across the organization.
Leads the design and implementation of complex technical solutions aligned with business objectives.
Evaluates emerging technologies and recommends solutions to enhance organizational capabilities.
Collaborates with stakeholders to ensure architectural consistency and alignment with strategic goals.
Mentors and guides architects and technical teams to promote best practices and architectural excellence.
Oversees the creation and maintenance of architectural documentation, standards, and guidelines.
Identifies and mitigates technical risks, ensuring compliance with industry standards and regulations and NOAA Information System Requirements.
Leads architectural reviews and provides guidance on critical technical decisions.
Coordinates design of subsystems and integration of total system.
Identifies, analyzes, and resolves program support deficiencies.
Develops and recommends corrective actions.
May provide technical guidance for database administrators and software developers.
Working with the PM, Chief Scientist, and Chief Software Engineer, identify and collaborates with key stakeholders in the NWP and the ESM communities to identify future strategic directions to advance NWP in an ESM framework; working with the product manager, ensures that capabilities developed by the contract are advancing the highest priority science-based outcomes of stakeholders.
Requirements
MS or PhD degree in Earth system science disciplines (including atmospheric sciences, oceanic science, geophysics, numerical modeling), computing, and other relevant fields.
BS degrees in these fields with demonstrated experience will be considered.
Experience with numerical modeling development for Earth’s atmosphere, ocean, land surface and cryosphere.
Experience with data assimilation methodology and numerical techniques.
Experience developing scientific software and software infrastructure for use with Earth system models.
Proficient with scientific programming languages (e.g., FORTRAN, C/C++, Python, etc.), shell scripts, etc.
Knowledge and experience with the Earth System Modeling Framework (ESMF) or similar modeling system architecture.
Experience with high performance computing (HPC) environments and cloud computing for ESM.
Knowledge of software engineering methodologies (such as containerization, etc.) for data intensive modeling applications.
Knowledge of AI/ML methodology and techniques for ESM at global and/or regional scales.
Excellent communications and presentation skills.
Incumbent working experience at NOAA/EPIC highly preferred.
Minimum years of relevant experience: eight.
U.S. citizenship or green card is required.
