About the role

Join Civitta as a Consultant/Senior Consultant in Public Sector Digital Advisory, shaping public sector digital infrastructure through EU-funded projects in Estonia.

Responsibilities

Map and profile public sector IT systems — their functions, data exchanges, integrations, and bottlenecks;
Analyse interoperability gaps, data duplication, and compliance with EU requirements;
Conduct and synthesise stakeholder interviews with agency representatives and IT owners;
Produce strategy documents, system assessments, and implementation roadmaps;
Write tender proposals and contributing to project bids;
Work alongside system architects, data analysts, and UX designers in cross-functional project teams.

You understand how information systems work — not as a developer, but as someone who can read a system description, understand business logic and processes, data flows, and ask the right questions;
You can take complex technical information and turn it into a clear, structured document;
You work independently — give you a brief and a deadline, and you deliver;
You've worked with public sector IT or digitalisation projects before;
You're fluent in Estonian and English.
What gives you an edge:
Hands-on experience with Estonian public sector IT landscape;
Background in EU-funded technical assistance projects;
Experience with system analysis, requirements gathering, or IT audits;
Familiarity with interoperability frameworks, data governance, or digital service design;
Experience with process mapping tools and notations (e.g., BPMN, http://draw.io , Miro).
