About the role

  • Legal expert specializing in public procurement procedures at Autorité de régulation des transports. Involved in drafting, monitoring, and analyzing procurement operations with compliance to public law.

Responsibilities

  • Within the DRSI, under the supervision of the Director and the Head of the Public Procurement, Purchasing and General Services Department, the post holder leads procurement procedures in compliance with the Public Procurement Code:
  • Definition of requirements
  • Supporting departments in understanding and adopting public procurement rules
  • Organizing and participating in meetings with operational departments
  • Defining the optimal procurement procedure
  • Preparation of tender documents: drafting the administrative documents in coherence with the technical documents:
  • Defining award criteria and their weighting
  • Drafting the deed of commitment, the Special Administrative Clauses (CCAP), and the tender regulations
  • Procedure monitoring: drafting the contract notice
  • Uploading to the AWS platform
  • Handling questions and publishing responses
  • Downloading bids
  • Closing the procedure
  • Analyzing bids and drafting the analysis report in collaboration with the operational service
  • Drafting rejection and award letters
  • Contract notification
  • Contract performance monitoring: drafting contract amendments and special subcontracting documents
  • Managing incidents: penalties, formal notices
  • Legal monitoring

Requirements

  • Master’s degree (Bac+5) in Public Law, preferably with a specialization in public procurement
  • Minimum of 3 years’ proven experience in a similar role
  • Thorough knowledge of the Public Procurement Code
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint)
  • Excellent analytical and synthesis skills, with the ability to take a strategic overview
  • Strong communication skills, excellent interpersonal skills and proven drafting abilities
  • Ability to organize work autonomously, manage multiple projects in parallel while controlling their different aspects, handle priorities, meet deadlines, and report effectively on work, questions and results
  • Experience within a State administration (central administration or decentralized services), an independent administrative or public authority, or a State public institution (EPA), and knowledge of the AWS platform would be an asset
