About the role

  • Procurement Manager leading and delivering end-to-end procurement at Affinity Water. Ensuring compliance and managing tender processes across operational and investment programs.

Responsibilities

  • Responsible for leading and delivering compliant, end-to-end procurement activity across the Operations (OpEx) pillar.
  • Manage the full tender lifecycle—from market engagement and strategy development through to evaluation, award, and contract mobilisation.
  • Ensure compliance with UCR 2016, the Procurement Act 2023 (PA23), and the application of NEC3/4 contracts.
  • Work across areas such as River Restoration, Control Operations, and Maintenance, Repair & Operations (MRO).

Requirements

  • Proven experience delivering hands-on, end-to-end procurement in a regulated environment.
  • Strong working knowledge and practical application of UCR 2016 and Procurement Act 2023 (PA23) regulations.
  • Demonstrable experience using NEC3/4 contracts, including option selection and commercial mechanisms.
  • Professional procurement qualification (CIPS or equivalent) is desirable but not essential.
  • Experience working within utilities, infrastructure, or other regulated sectors is highly desirable.
  • Experience supporting both operational (OpEx) and capital or programme-based (TOTEX) procurement activity.
  • A pragmatic, solution-oriented approach with a strong focus on delivery and compliance.
