About the role

  • Leading strategic infrastructure planning studies with Toronto Water team to support major development initiatives. Collaborating with stakeholders and providing technical expertise in municipal engineering.

Responsibilities

  • Represent Toronto Water on Update Downsview, collaborating with internal and external stakeholders to achieve multiple objectives.
  • Act as the Toronto Water lead on the Downsview Major Streets Environmental Assessment (EA) Study, supporting the project management team and collaborating with stakeholders to determine the future municipal servicing in the Downsview area.
  • Provide technical expertise, review and input on technical submissions such as technical memorandums, development applications including district plans, engineering reports, and design drawings to ensure all applicable requirements are achieved.
  • Act as a leader of a project team, guiding internal and external engineering staff, coordinating with internal stakeholders, mentoring colleagues, attending and hosting meetings, prioritizing and addressing issues as needed, and ensuring work is completed within required timeframes.
  • Brief and advise senior Toronto Water management on progress, identified issues and risks, and recommended resolutions.
  • Preparing and contributing to documents including reports, briefing notes, terms of reference, contract documents, and presentations.
  • Work with multiple internal and external units to determine servicing and stormwater management requirements related to Environmental Assessment studies, Master Environmental Servicing Report, district plans, infrastructure planning studies and planned capital works.
  • Perform other related duties as assigned.

Requirements

  • Qualification as an engineer as defined by Professional Engineers Ontario.
  • Extensive experience as a Professional Engineer in municipal engineering including analysis, planning, modelling and design of water, sewer and stormwater infrastructure.
  • Extensive experience working with Municipal Class Environmental Assessment (EA) studies and masterplans.
  • Extensive experience with capacity assessment, growth planning, infrastructure servicing, and funding.
  • Experience incorporating Green Infrastructure and Low Impact Development practices into municipal stormwater management system design, including the integration of source, conveyance, and end‑of‑pipe controls to meet municipal stormwater guidelines.
  • Experience working with the Planning Act, development applications and the development review process related to servicing, including functional servicing reports and stormwater management reports.
  • Excellent communication skills including the ability to write technical reports, briefing notes, reports to Committee and Council and the public, and presentation abilities.
  • Project and stakeholder management skills to plan, lead, manage and implement assigned work.
  • Experience using software pertinent to the job function, including Geographical Information System (GIS) applications, and hydraulic/hydrologic modelling software such as Infoworks ICM and Infowater.
  • Understanding of federal, provincial and municipal regulations, by-laws, policies and guidelines applicable to water, wastewater and stormwater systems including Toronto’s Wet Weather Flow Management Guidelines, Design Criteria of Sewers and Watermains, Sewer Capacity Assessment Guidelines.
  • Knowledge of Consolidated Linear Infrastructure Environmental Compliance Approvals (CLI-ECA) and Drinking Water Works Permit (DWWP) processes and requirements for alterations to municipal sewer and water infrastructure.
  • Highly developed interpersonal, employee relations, negotiation, conflict resolution, leadership and problem-solving skills, with the ability to interact effectively with all levels of the organization and to forge solid internal and external relationships.
