About the role

  • Senior Technical Program Manager providing leadership and oversight for IT and cybersecurity initiatives for defense agency. Ensuring strategic alignment and compliance with military policies and standards.

Responsibilities

  • Provide executive-level oversight for the entire IT, cybersecurity, and data operations portfolio, ensuring alignment with the organization's strategic goals and mission objectives.
  • Direct the design, maintenance, and continuous improvement of a high-availability, scalable system architecture.
  • Drive innovation by overseeing the continuous research of emerging technologies and developing a Quarterly IT Enhancements Recommendations Report for Government consideration.
  • Develop and manage strategic roadmaps for technology modernization, including the Content Management System (CMS), cloud architecture, and application portfolio.
  • Lead all cybersecurity initiatives, ensuring strict compliance with DoD, DISA, U.S. Cyber Command, and MC&FP policies and directives.
  • Direct the development, implementation, and maintenance of a comprehensive Zero Trust Architecture (ZTA) and provide quarterly compliance briefings to leadership.
  • Oversee the entire Risk Management Framework (RMF) process, including managing all activities within the eMASS platform to attain and sustain the Authority to Operate (ATO).
  • Ensure comprehensive compliance with DISA STIGs/SRGs, ACAS assessments, and the effective management and mitigation of all POA&Ms.
  • Guarantee full adherence to Section 508 of the Rehabilitation Act and WCAG guidelines, including overseeing the development and delivery of accessibility training programs.
  • Ensure 24/7/365 operational readiness, including the management of Tier 1, 2, and 3 customer assistance, security monitoring, and incident response teams.
  • Oversee all database administration and engineering functions for Oracle, MySQL, and Microsoft SQL environments, ensuring optimal performance, security, and availability.
  • Direct the comprehensive Backup, Disaster Recovery (DR), and IT Continuity of Operations (COOP) program, including the execution of bi-annual exercises and validation of recovery processes.
  • Manage the operations, maintenance, and enhancement of the Content Management System (CMS), ensuring platform stability, security, and the integration of state-of-the-art capabilities.
  • Lead Agile IT development for websites and applications, ensuring DevSecOps principles are applied throughout the lifecycle from programming and testing to deployment and maintenance.
  • Oversee the Configuration Management (CM) and Configuration Control (CC) processes, serving as the lead for the Change Control Board (CCB) Secretariat to ensure data integrity and system stability.
  • Direct the development and management of Application Programming Interfaces (APIs) and the comprehensive UI/UX design services for the application portfolio.
  • Establish, monitor, and report on Key Performance Indicators (KPIs) for all aspects of the program, including system uptime, cybersecurity posture, project execution, and customer support metrics.
  • Serve as the primary point of contact for the government, collaborating with the CIO, CISO, ISSM, and other key stakeholders to ensure program success and alignment.
  • Oversee the creation and delivery of all required program documentation and reports, including the IT and Cyber Enterprise Operations Monthly Activity Report, SOPs, and architectural diagrams.
  • Manage all on-demand cloud migration projects, ensuring comprehensive planning, risk mitigation, and seamless execution with minimal disruption to operations.
  • Perform other tasks as required.

Requirements

  • A bachelor’s degree in computer science, IT, information systems, or a related field
  • A minimum of eight years of experience in planning, directing, and managing complex IT projects and operations of a nature similar in size and scope as referenced under this TO.
  • Possess one of the following certifications: Global Security Leadership Certification (GSLC), Certified Chief Information Security Officer (CCISO), Certified Information Systems Security Professional (CISSP), Certified Information Systems Manager (CISM), or Certified Information Systems Auditor (CISA).
  • Possess a minimum of a favorably adjudicated Tier 5 investigation.
  • Prefer candidate to possess a current PMI PMP certification or DAWIA Level III Program Management.
  • Prefer a minimum of eight years of experience in leading projects involving compliance with the DoD CC SRG and the DoD RMF (e.g., DoDI 8510.01).
  • Prefer a minimum of eight years of experience in Change Management and quality assurance concepts and guidelines, such as AGILE, IT Infrastructure Library (ITIL), the Software Engineering Institute (SEI) Capability Maturity Model Integration (CMMI), Project Management Body of Knowledge (PMBOK).
