About the role

  • Real Estate Advisor providing high-level consultative services for Ottawa's light rail program. Managing complex land acquisitions and interactions with various stakeholders in the real estate sector.

Responsibilities

  • The Real Estate Advisor III provides high-level professional real estate advisory services to support the City of Ottawa's light rail transit program, including Public-Private Partnership (PPP) capital projects and active light rail transit lines.
  • The incumbent is responsible for managing complex land acquisitions, access agreements and third-party interests required to ensure the safety, reliability and ongoing operation of the light rail transit system.
  • This role requires independent professional judgment, advanced negotiation skills and direct interaction with rail operators, maintenance managers, private-sector partners, utilities and adjacent landowners.
  • PPP project support: Support property obligations under PPP project agreements, interface agreements and operating and maintenance (O&M) contracts.
  • Coordinate with concessionaires, design-build teams and operators to obtain access to property for construction, commissioning and service delivery. Assist in resolving scope changes, interface issues and real estate-related claims.
  • Support due diligence for new alignments, new stations, yards and ancillary facilities. Active LRT operations and corridor management: Manage the real estate interests required for operation, maintenance, renewal and emergency response related to the light rail transit.
  • Address encroachments, access constraints and third-party issues affecting active rail corridors.
  • Coordinate property access in accordance with rail safety requirements and operational windows. Support corridor protection initiatives and long-term asset management.

Requirements

  • A university undergraduate degree with a concentration or a college diploma in a field such as economics, geography, business administration or real estate law.
  • Five years of real estate experience in a progressively responsible position applying functions related to one or more of the following areas: property acquisition or disposition; property management or leasing; multi-party negotiations; encroachments; land management; real estate financial analysis and administration; expropriation; environmental assessments — including three years' experience within a municipal administration.
  • Senior Right of Way (SR/WA) designation from the International Right of Way Association.
  • Accredited Appraiser (AACI) designation from the Appraisal Institute of Canada is desirable.
  • Knowledge of legal agreements applicable to real estate operations in Ontario, including purchase and sale agreements, agreements under the Expropriations Act, easements, leases and licences, and a strong understanding of contract law and property law.
  • Familiarity with the expropriation negotiation and arbitration processes of the Negotiation Board and the Ontario Municipal Board.
  • Comprehensive knowledge of appraisal processes, legal surveying and engineering plans as they relate to property rights and real estate acquisitions.
  • General familiarity with site environmental assessment processes.
  • Knowledge of Ontario's Expropriations Act, including procedures, rights and obligations related to expropriation powers and landowners' rights.
  • Familiarity with City processes related to real estate (e.g., land acquisition, disposition, leasing, management, or environmental assessments).
